2. That Bylaw 26/2016 be given third and final reading.

PURPOSE OF REPORT

The purpose of this report is to respond to motions proposed by Council Members at the November 28, 2016 reading of Bylaw 26/2016, a Bylaw to form the St. Albert Youth Council.

COUNCIL DIRECTION

On November 28, 2016 Council passed the following motions:

“That Bylaw 26/2016 being a Bylaw to form the St. Albert Youth Council be read a first time.

BACKGROUND AND DISCUSSION

On November 28, 2016, Bylaw 20/2016 was presented to Council; first reading was passed with several motions presented for consideration:

Councillor Hughes
That bylaw 26/2016, section 6(b) is amended to state only the following: Council will appoint committee members. Appointees shall represent a diverse range of ages, life experiences and personal backgrounds. Proposed amendment has been integrated into the Bylaw, section #6.
That bylaw 26/2016, section 5 is amended to the following:
To be eligible for nomination, an individual must be between the ages of 15 and 24 as of September 1, of that year. Proposed amendment has been integrated into the Bylaw, section #5.

That Bylaw 26/2016, section 15 (a) is amended to replace "write policy proposals" with "and provide input into policy proposals". Proposed amendment has been integrated into the Bylaw, section #17 (a).
That Bylaw 26/2016 is amended to add a provision that the committee submit to City Council for approval its priorities and goals, updated annually. Proposed amendment has been integrated into the Bylaw, section #17 (i).
