1.                     That Bylaw 26/2016 being a Bylaw to form the St. Albert Youth Council be read a second time as amended.

 

2.                     That Bylaw 26/2016 be given third and final reading.

PURPOSE OF REPORT

 

The purpose of this report is to respond to motions proposed by Council Members at the November 28, 2016 reading of Bylaw 26/2016, a Bylaw to form the St. Albert Youth Council.

 

COUNCIL DIRECTION

 

(BL-16-017)

On November 28, 2016 Council passed the following motions:

 

“That Bylaw 26/2016 being a Bylaw to form the St. Albert Youth Council be read a first time.

 

BACKGROUND AND DISCUSSION

 

On November 28, 2016, Bylaw 20/2016 was presented to Council; first reading was passed with several motions presented for consideration:

 

Councillor Hughes

That bylaw 26/2016, section 6(b) is amended to state only the following: Council will appoint committee members.  Appointees shall represent a diverse range of ages, life experiences and personal backgrounds.  Proposed amendment has been integrated into the Bylaw, section #6.

That bylaw 26/2016, section 5 is amended to the following:

To be eligible for nomination, an individual must be between the ages of 15 and 24 as of September 1, of that year. Proposed amendment has been integrated into the Bylaw, section #5.

 

That Bylaw 26/2016, section 15 (a) is amended to replace "write policy proposals" with "and provide input into policy proposals".  Proposed amendment has been integrated into the Bylaw, section #17 (a).

That Bylaw 26/2016 is amended to add a provision that the committee submit to City Council for approval its priorities and goals, updated annually.  Proposed amendment has been integrated into the Bylaw, section #17 (i).

Councillor Osborne

That the age eligibility be changed to between the ages of 14 and 24 years.  Proposed amendment has been integrated into the Bylaw, section #5.

Mayor Crouse

That the Youth Bylaw include clarity that the Youth Council be similar to EDAB and Erin Ridge Traffic Committee; being advisory to Administration and not to City Council.  The intent of the Youth Council Committee is to be a Committee of Council, clarity as such has been incorporated in section #3.

 

If motion #1 fails, that the Bylaw include a provision such that a member of City Council be appointed to the Youth Council.  Proposed amendment has been integrated into the Bylaw, section #4.

 

If motion #1 fails, that the Bylaw include a provision such that City Council shall interview and appoint the members of the Youth Council.  Proposed amendment has been integrated into the Bylaw, section #6.

 

That section #12 wording be changed to reflect appropriate public meeting requirements, such as anyone may attend, minutes shall be taken and posted publicly by the City.  Proposed amendments have been integrated into the Bylaw, sections #12, #13, and #14.

 

That section #7 “his or her” is changed to “their”.  Proposed amendment has been integrated into the Bylaw, section #7.

 

That the Code of Conduct be updated to be consistent with the required code of conduct of all Council-appointed committees upon development of such code.  Proposed amendment has been integrated into the Bylaw, under Schedule A - Code of Conduct, section #5.

 

That section #15 be changed to “provide input” into policy proposals rather than “write” policy proposals.  Proposed amendment has been integrated into the Bylaw, section #17 (a).

 

The Bylaw is now being presented as amended for second and third reading.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

The motions put forward by Council were presented to the group of youth that provided input into the development of the Bylaw; the group did not provide any feedback to the motions presented.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:                                          

 

Community & Social Development has allocated $2,000 in their 2017 budget for the St. Albert Youth Council.

None at this time.

 

Organizational:

 

Should the Bylaw to form the St. Albert Youth Council be passed, Community & Social Development will use current resources to provide administrative support to the committee.

 

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to pass second and third readings of the bylaw, the following alternatives could be considered:

 

Refer the Bylaw to Administration to amend, as per the general discussion and direction of Council, and present back for consideration at a future date.

Establishment of the St. Albert Youth Council provides St. Albert’s youth and young adults the opportunity to have a voice in matters that are important to youth.
