That Community Living Standing Committee recommend to Council that Policy C-CS-01 Athlete and Artist Development Grant be rescinded.

PURPOSE OF REPORT
This report is brought forward as follow up to Council's approval of the 2021 budget in which funding for delivery of the Athlete and Artist Development Grant Program was eliminated pursuant to a motion that referenced a permanent elimination of the grant.

Management of Community Granting:
Provision of funding to eligible St. Albert Not-for-profit organizations and residents in the areas of special events, sport and culture development, operational funding and capital renovations and development.
ALIGNMENT TO COUNCIL (OR COMMITTEE) DIRECTION OR MANDATORY STATUTORY PROVISION
On December 1, 2020 Committee of the Whole passed the following motion (PM-21-008):
"That the operating budget be reduced by $16,600 to permanently eliminate the Athlete & Artist Development Grant"
Subsequently the 2021 budget was approved, which did not include funding for the Athlete & Artist Development Grant".
BACKGROUND AND DISCUSSION
Through the 2021 budget deliberation process, Council considered several proposed service level adjustments to existing civic services. Through this process a service level adjustment was accepted by Council to discontinue the provision of the Athlete and Artist Development Grant effective immediately.
In alignment with the service level adjustment noted above, this agenda report serves to rescind the corresponding governing Council Policy that was developed in support of the Athlete and Artist Development Grant.
