STATUTORY PROVISION

On December 1, 2020 Committee of the Whole passed the following motion (PM-21-008):

"That the operating budget be reduced by $16,600 to permanently eliminate the Athlete & Artist Development Grant"

Subsequently the 2021 budget was approved, which did not include funding for the Athlete & Artist Development Grant".

BACKGROUND AND DISCUSSION

Through the 2021 budget deliberation process, Council considered several proposed service level adjustments to existing civic services. Through this process a service level adjustment was accepted by Council to discontinue the provision of the Athlete and Artist Development Grant effective immediately.

In alignment with the service level adjustment noted above, this agenda report serves to rescind the corresponding governing Council Policy that was developed in support of the Athlete and Artist Development Grant. Therefore, it is recommended that Policy C-CS-01 Athlete and Artist Development Grant be rescinded.

ADDITIONAL BACKGROUND INFORMATION - ATHLETE AND ARTIST DEVELOPMENT GRANT

The Athlete and Artist Development Grant, formerly titled the “Games Legacy Grant” initially served as a legacy program with the funding source originally provided through revenue remaining from hosting the 1979 Alberta Summer Games in St. Albert. The first intake for this grant program was in the fall of 1982. The program quickly grew and has provided funding support to countless athletes and artists in St. Albert, some who have gone on to receive international recognition in their sport or artistic pursuits.

The Athlete and Artist Development Grant program was designed to encourage St. Albert-based non-profit groups to provide developmental opportunities in amateur sport or the arts through programs or projects that were beyond the group's regular training, development, or instruction.

The program also provided financial support to assist individuals or teams for travel and accommodation costs associated with national or international sports championships or arts events.

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

The Community Services Advisory Committee were made aware of the termination of the program at their January 2021 meeting.

The City’s website has been edited to inform the public of the discontinuation of the Athlete and Artist Development Grant Program. Administration will also educate and inform the Recreation and Culture not for profit groups of this program discontinuation.
