1. That Council Motion CM-19-011

“That Council direct Administration to install a second door in the Douglas Cardinal Boardroom and provide us with a timeline as to when it can be done and that the preferred option is an interior door. That the cost come out of the stabilization fund up to $5,000.00.”

PURPOSE OF REPORT

The purpose of this report is to recommend that Council rescind Council Motion CM-19-011, and authorize Administration to re-purpose the $5000 contemplated under that motion, to other means of mitigating the identified risks, as recommended in a confidential hazard assessment.

BACKGROUND AND DISCUSSION

Various discussions with stakeholders have occurred and estimates have been received for options to install an additional door egressing internally or externally. The option of a door to the interior of the building was achievable within the Council approved monies of $5,000.00, and an exit to outside would exceed $20,000.00.

As part of the process a formal Hazard Identification and Control Inspection Report dated December 27, 2019 was performed by the City’s Health and Safety staff. As per the Report it has been determined that a second door would not be an effective hazard mitigation measure. Please note that the Report is a confidential document since disclosure of it could put public safety at risk [see s. 18(1)(a) of the Freedom of Information and Protection of Privacy Act].
