PURPOSE OF REPORT

 

The purpose of this report is to recommend that Council rescind Council Motion CM-19-011, and authorize Administration to re-purpose the $5000 contemplated under that motion, to other means of mitigating the identified risks, as recommended in a confidential hazard assessment.

BACKGROUND AND DISCUSSION

 

Various discussions with stakeholders have occurred and estimates have been received for options to install an additional door egressing internally or externally. The option of a door to the interior of the building was achievable within the Council approved monies of $5,000.00, and an exit to outside would exceed $20,000.00.

 

As part of the process a formal Hazard Identification and Control Inspection Report dated December 27, 2019 was performed by the City’s Health and Safety staff.  As per the Report it has been determined that a second door would not be an effective hazard mitigation measure.  Please note that the Report is a confidential document since disclosure of it could put public safety at risk [see s. 18(1)(a) of the Freedom of Information and Protection of Privacy Act].

It was also determined when studying this matter that although certain measures can and should be taken with respect to the DCB, a more comprehensive and holistic review regarding safety in all of St. Albert Place is warranted. Administration accordingly will compile an overarching safety hazard assessment for all of St. Albert Place and will report the findings, financial implications and recommendations to Council by the end of Q2 2020.

IMPLICATIONS OF RECOMMENDATION(S)

Financial:

If both the recommendations are approved, $5,000 will be essentially repurposed within the Stabilization reserve to address the measures presented in the attachment related to DCB. Administration will present further recommendations to Council with financial implications by Q2 2020.

Legal / Risk:

Implementing the measures recommended in the confidential hazard assessment will reduce the City’s risk of liability.

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendations, the following alternatives could be considered:

 

Alternative 1. Not rescind the original motion CM-19-011. A second interior door wold then be installed in the DCB.

Alternative 2. Not rescind the original motion CM 19-011 and support additional funding to pay for the alternate measures identified in the confidential hazard assessment.
