PURPOSE OF REPORT

The purpose of this report is for the Erin Ridge Traffic Calming Neighbourhood Consultation Committee to provide their annual report to Council.

 

COUNCIL DIRECTION

On July 6, 2015 Council passed the following motion:

 

(C334-2015)

That Administration convene a citizen’s committee to provide feedback on the implemented and planned Erin Ridge traffic calming measures and report to Council annually starting no later than Q2 of 2016, on the results of the committee feedback and any changes to the Erin Ridge traffic mitigation implementation plan.

 

BACKGROUND AND DISCUSSION

The Erin Ridge Traffic Calming Consultation Committee is currently made up of:

-                     14 members of public (residents of Erin Ridge or Erin Ridge North)

                     a minimum of one resident represented from the six zones created for the Erin Ridge and Erin Ridge North communities (six total zones between the two communities). 

                     each zone is allowed a maximum of 3 representatives

                     currently 4 of the 6 zones are at capacity for Committee members:

-                     1 facilitator (third party)

-                     1 City of St. Albert representative

                     Currently the Manager of Transportation

 

As per Council Motion C334-2015 and as outlined within the mandate of the Erin Ridge Traffic Calming Consultation Committee, the Committee is presenting their annual report to Council (for 2017).  This report is provided as an attachment to the Agenda Report.

 

Administration and the Committee have been actively engaged in the Neighbourhood Traffic Calming project for the communities of Erin Ridge and Erin Ridge North.  Following traffic data collection and evaluation, and multiple public engagement actions; proposed Traffic Calming Plans were presented to the community and feedback received in late June / early July 2017, the plans have been finalized and are in the process of detailed engineering and design with forthcoming construction.  Due to the scope of work, the construction activity aligned with implementing the Traffic Calming Plans is tentatively scheduled and budgeted over a four-year construction period.  Funding associated with construction will be brought forward during annual budget processes for Council's consideration, within Project Charter ENGS-058: Neighboourhood Traffic Calming Strategies.  

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

Erin Ridge Traffic Consultation Committee

 

The Erin Ridge Traffic Consultation Committee has met seven (7) times through 2016 to present:

                     March 8, 2016

                     May 3, 2016

                     June 14, 2016

                     September 14, 2016

                     October 26, 2016

                     June 7, 2017

                     July 12, 2017

 

Meetings have been relevant and focused around actions being performed with the Neighbourhood Traffic Calming projects for Erin Ridge and Erin Ridge North, varying from creation of engagement tools, review of feedback and traffic data collected, creation of proposed Traffic Calming Plans.

 

Future meetings will be aligned with:

                     Construction activity / milestone periods

                     Evaluation of measures

                     2018 Report to Council alignment

 

Neighbourhood Traffic Calming Erin Ridge and Erin Ridge North

 

Multiple actions have been taken to engage with residents of Erin Ridge and Erin Ridge North, following the traffic calming process:

-                     Traffic Calming Information Open House: June 22, 2016

-                     Traffic Calming Community Support Survey: June 24 to October 21, 2016

                     Inclusive of Door to Door canvasing for the survey

-                     Traffic Safety Issue Identification (online tool for mapping and survey): November 17 to December 19, 2016

-                     Stakeholder email request for input on the proposed Traffic Calming Plans: June 2017

-                     Traffic Calming Proposed Plans Information Open House: June 27, 2017

-                     Traffic Calming Proposed Plans and Resident Survey: June 20 to July 4, 2017

                     Information and survey made available through the City website and also at the Open House

-                     Social media used through the duration of each event / action (City Facebook / Twitter accounts)

 

 

IMPLICATIONS OF RECOMMENDATION(S)

Financial:

There are no direct financial implications associated with the recommendations of the Agenda Report; however, recommendations from the Traffic Committee (within the August 28 report to Council) are inclusive of the recommendation to implement the Traffic Calming Plans for the communities of Erin Ridge and Erin Ridge North. 

 

Funding associated with implementing the Erin Ridge and Erin Ridge North Traffic Calming Plans will be presented for Council consideration during the annual budget process within Project Charter ENGS-058: Neighbourhood Traffic Calming Strategies and will be prioritized with other traffic safety initiatives that will be subject to Council approval.  Current construction estimates for implementing the full Traffic Calming Plans are approximately $1.6 million, which is tentatively scheduled and budgeted for completion during the 2017 to 2020 (inclusive) construction seasons within an updated ENGS-058 Project Charter.

 

Legal / Risk:

Traffic safety improvements that target conflict points in the community such as pedestrian crossings and intersections are expected to reduce collision occurrences and mitigate severity in the event an incident does occur.

 

Program or Service:

Implementing traffic calming will improve upon community satisfaction of traffic safety and will mitigate collision occurrences; however, will have an impact on the City’s operational requirements to maintain infrastructure such as flashing crossings (Traffic Signal Maintenance), pedestrian curb extensions (Sidewalks), enhanced road-markings (Permanent Line Markings).

 

Organizational:

Neighbourhood Traffic Calming requires a substantial component of resident engagement, and in the event that a Neighbourhood Committee is established for additional communities; it will require resources to communicate, gather information and lead the group(s) through the process and incorporate information received into the project.

No alternatives are proposed at this time.
