RECOMMENDATION(S)
recommendation
1. That Council direct Administration to apply for a grant funding opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for the 2017-2019 Road (Pavement) Data Collection Programs.
2. That the City of St. Albert commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our asset management program:
• Detailed Pavement Condition Assessment and Monitoring
• Pavement Management Software System Upgrades
• Staff Training
3. That the City of St. Albert commits up to a maximum $12,500.00 from its approved Engineering budget towards 20% of the costs of this initiative.

PURPOSE OF REPORT
The purpose of this report is to meet a requirement of the Federation of Canadian Municipalities (FCM) Municipal Asset Management Grant Program, by having Council support an application for grant funding through a Council resolution.

BACKGROUND AND DISCUSSION
The Municipal Asset Management Program (MAMP) is a five-year, $50-million program funded by Infrastructure Canada to support Canadian municipalities and communities in making informed infrastructure investment decisions based on stronger asset management practices. The program offers grant funding as well as training and capacity-building activities to increase skills within municipalities and local governments to sustainably maintain their asset management programs now and in the future.
This grant funding opportunity will allow the City to apply for a maximum of $50,000.00 towards an asset management program. The grant funding can only cover 80% of the total cost of a proposed asset management improvement program with the last 20% required to be contributed by the municipality. If City receives the maximum grant funding they will need to contribute the remaining 20% or $12,500.00. This funding is available in the approved Engineering budgets related to asset management. Essentially, engineering will collect less data in 2018, but that will not compromise this existing program. The actual amount granted will be subject to approval from the Federation of Canadian Municipalities based on the City’s grant application.
The Engineering Branch is focused on continuously improving the evidence based approach to its’ pavement management program. The opportunity provided through the FCM Municipal Asset Management Program will allow the City to expand the type of road pavement data collected, provide opportunities to utilize the City’s Pavement Management Software System more effectively and expand staff knowledge on pavement management.

Financial:
If approved, the maximum grant funding will be $50,000. This grant requires some contribution from the City since a maximum of 80% can be from the FCM grant funding and 20% from City funding. If successful, the City will fund up to a maximum of $12,500 from its Road (Pavement) Data Collection.

If successful for this grant application, Administration will enhance its existing pavement management system, with respect to asset management.

If Council does not wish to support the recommendation, the following alternatives could be considered:
Alternative 1. Do Nothing, and continue to use existing asset management programs.
