PURPOSE OF REPORT
This report is to provide draft AUMA resolutions for Council to consider submitting for vote at AUMA’s 2017 Convention, which will be held November 22-24, 2017 in Calgary, Alberta. Resolutions are due to AUMA by June 30, 2017.
COUNCIL DIRECTION
On April 24, 2017, Council passed the following motion:
CM-17-038
That Administration draft an AUMA resolution for Council approval that calls for AUMA to advocate to the Provincial Government to return to the pre-2011 wording of Section 21 of the Disaster Services Act.
On May 23, 2017, Council passed the following motion:

That the City of St. Albert submit the AUMA Mayors’ Caucus RFD and Resolution, both entitled “Commitment to Formal Municipal Consultations on the Future of Provincial Revenue Sharing”, and both provided as attachments to the May 23, 2017 agenda report entitled "Provincial Revenue Consultation Advocacy", for consideration by AUMA members as advocacy direction for the AUMA to pursue.
BACKGROUND AND DISCUSSION
On April 27, 2017, a memo was provided to council asking for AUMA resolution submissions by Monday, June 5, 2017. The deadline for 2017 resolutions to be submitted to AUMA is June 30, 2017.
On April 24, 2017, Council passed a motion directing Administration to draft a resolution asking the Provincial Government to reconsider the requirement that a Council vote is required to declare a state of local emergency.
On May 23, 2017, Council passed a motion to forward the resolution titled “AUMA Resolution - Provincial Revenue Sharing” which asks the Provincial Government to establish timely consultations with municipalities regarding the future of MSI.
A resolution was submitted by the St. Albert Planning Department for consideration by Council and is titled “AUMA Resolution - Municipal Reserve”. This resolution essentially identifies that the section of the Municipal Government Act (MGA) that allows a municipality to take an additional 5% of municipal or school reserve is worded in such a way that makes it impractical or even impossible for municipalities to actually utilize the tool. The resolution asks the Provincial Government to amend the wording of Section 668 of the MGA to make it easier for municipalities to use the section to their advantage in the planning process.
No further submissions regarding AUMA resolutions were received from Council or Administration. Therefore, if Council approves the two attached resolutions for submission, the City of St. Albert will be submitting three resolutions in total for consideration by the membership at the 2017 AUMA Annual General Meeting in November, 2017.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
AUMA Resolution - State of Local Emergency
The City of Spruce Grove has agreed to co-sponsor this resolution with the City of St. Albert.
AUMA Resolution - Provincial Revenue Sharing
The City of Leduc and City of Grande Prairie have agreed to co-sponsor this resolution with the City of St. Albert.
AUMA Resolution - Additional Municipal Reserve
Administration hosted a workshop with the Cities of Edmonton, Red Deer, Spruce Grove, Leduc and Airdrie, who have experienced the same issue. Administration will be asking these municipalities to speak in favour of this motion at the 2017 AUMA Annual General Meeting.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
Alternative 1: Not approve the attached two resolutions. Only the resolution approved by Council on May 23, 2017 regarding Provincial Revenue Sharing would be submitted to AUMA.
