RECOMMENDATION(S)
recommendation
1. That City Council Policy C-CS-04, Public Art Policy, as amended, provided as an attachment to the June 12, 2017 agenda report entitled “Amendment to Council Policy C-CS-04 Public Art” be approved.
2. That Council authorize $2,000 annually from Public Art Reserve Funds to support the acquisition of artwork by local Emerging Artists.

PURPOSE OF REPORT
That Council approve the amended Public Art Policy C-CS-04 to include a Definition of Emerging Artist and to obtain authorization to provide an annual acquisition of artworks award for an Emerging Artist.
COUNCIL DIRECTION
On May 16, 2016, Council passed the following motions:

That Administration bring for Council's approval by Q2 of 2017, the selection procedures for a local emerging artists' City Art collection and/or public art collection category, where a minimum of 1 piece of art from local emerging artists of all ages is selected annually for public display and added to the City art collection and that the successful artists are recognized and bring forward amendments to the Public Art Policy C-CS-04, to add an emerging artists category that states the selection and standards for this category.
BACKGROUND AND DISCUSSION
In 2009, Council approved the City’s first Public Art Policy. Administration has identified ways in which we can help to facilitate and develop Emerging Artists and provide opportunities for them to participate in creating and engaging Public Art in St. Albert.

Administration recommends that “Emerging Artist” be added as a Definition to the Council Policy C-CS-04 Public Art. Alberta Foundation for the Arts defines Emerging Artist as artists with less than five years’ professional practice. We recommend the definition be added to the Policy as follows:
