That the following St. Albert Games Legacy Award Program grants be awarded:
St. Albert Pickleball Club: $1,250 for the purchase of a Defibrillator
St. Albert Minor Football Association: $2,500 to host the “Change the Game” Seminar
Jacob Cole: $750 for the 2017 Karate Canada National Championships
Mychala Collier: $750 for the 2017 Skate Canada Challenge Event
Joe Garcia: $750 for the 2017 Ironman World Championships
Aidan MacLeod: $750 for the 2017 National Karate Championship
Jack McDougall: $750 for the 2017 Canadian Wrestling Championships
Natika Pigeon: $750 for the 2017 National Karate Championship
Abigail Wilson: $750 for the 2017 North American Junior Triathlon Championships

PURPOSE OF REPORT
This report brings forward a recommendation from the Community Services Advisory Board (CSAB) for allocation from the spring intake of applications for the 2017 Games Legacy Award Program grant fund for Council’s consideration and approval, as per Policy C-CS-01.
COUNCIL DIRECTION
The Council direction that has resulted in this matter being brought before Council is contained in Council Policy C-CS-01 St. Albert Games Legacy Award Program and the corresponding administrative procedures.
BACKGROUND AND DISCUSSION
As per the Games Legacy Award Program Policy C-CS-01, the City may offer financial assistance to eligible St. Albert community groups, individuals, and teams for eligible programs, projects, and events in the areas of amateur sports or the arts. The funding amount available each year for this program is determined by multiplying the city’s population, as determined by the most recent census, by $0.25. In addition to the yearly budgeted amount, as per Policy C-CS-01, unallocated dollars from the previous year are carried forward for future funding consideration. The total amount in the Games Legacy Award Program for 2017 is $32,400.
Applications which met the eligibility requirements are reviewed by the CSAB and recommended to Council for approval. On April 25, 2017, the CSAB reviewed nine grant applications and has recommended approval for all of the applications as noted below.
Applicant #1: St. Albert Pickleball Club

Funding Request: $1,250
The St. Albert Pickleball Club would like funding to assist with the purchase of a defibrillator to be located at the Larose Courts. As this is an open space area, a special box/container will be made to house the defibrillator during the season. As a high percentage of the participants in this activity are over the age of 60, the CSAB strongly supported this recommendation.
Applicant #2: St. Albert Minor Football Association

Funding Request: $2,500
The St. Albert Minor Football Association will be hosting the “Change the Games” seminar for athletes, coaches, parents, and board members. This seminar will focus on the resources and information needed to make sports a healthy, positive, and rewarding experience for the participants and their families.
Applicant #3: Jacob Cole
Category: B
Funding Request: $750
Mr. Cole is a St. Albert youth who qualified to represent Alberta and compete at the 2017 Karate National Championships in Quebec. Jacob competes in the Cadet +70 kg event.
Applicants #4: Mychala Collier
Category: B
Funding Request: $750
Ms. Collier is a St. Albert resident who qualified to represent Alberta and compete at the 2017 Skate Canada Challenge Figure Skating Event. She competed in the Pre-Novice level of Ice Dance.
Applicant #5: Joe Garcia
Category: B
Funding Request: $750
Mr. Garcia a St. Albert resident who has qualified and will compete at the 2017 Ironman World Championships. He will be competing in the 70 to 74-year-old age group.
Applicant #6: Aidan MacLeod
Category: B
Funding Request: $750
Mr. MacLeod is a St. Albert resident who qualified to represent Alberta and compete at the 2017 Karate National Championships in Quebec. Aidan competes in the U21, U67kg event.
Applicant #7: Jack McDougall
Category: B
Funding Request: $750
Mr. McDougall is a St. Albert youth who qualified to represent Alberta at the 2017 Cadet / Juvenile Wrestling Canadian Championships in Windsor, Ontario.
Applicant #8: Natika Pigeon
Category: B
Funding Request: $750
Ms. Pigeon is a St. Albert resident who qualified to represent Alberta and compete at the 2017 Karate National Championships in Quebec. Natika competes in the Senior Female Division.
Applicant #9: Abigail Wilson
Category: B
Funding Request: $750
Ms. Wilson is a St. Albert youth who was selected to represent Canada at the 2017 North American Junior Triathlon Championships in Florida. Abigail competes in the Junior Elite Females Division (16 to 19 years of age).
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
All applicants are encouraged to meet with Administration prior to the intake deadline to ensure the applicant and the event meets the basic eligibility requirements set out in the policy, and to provide assistance and clarification if needed.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
Total funds for the St. Albert Games Legacy Awards Program for 2017 are $32,400. If the recommendations contained within this report are supported and $9,000 is disbursed, $23,400 will be available for disbursement for the fall intake in 2017.
Legal / Risk:
Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds. Recipients are advised that the failure to comply with these requirements may result in a demand to repay the funding or a refusal to provide grant funding upon future application.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternatives could be considered:
a) Refer the matter back to Administration or CSAB for further consideration, as per the discussion held by Council, and be brought back to Council at a future date.
b) Amend the recommended amounts to alternate amounts as determined by Council.
