RECOMMENDATION(S)

recommendation

 

1.  That Bylaw 28/2017 be amended by deleting it in its entirety and substituting in its place the version of Bylaw 28/2017 provided as an attachment to the June 12, 2017 agenda reort entitled "Bylaw 28-2017 Policing Committee Bylaw - Third Reading".

 

2.  That Bylaw 28/2017, as amended, be read a third and final time. 

 

3.  That Administration undertake all necessary actions to enable the Policing Committee to commence its role and exercise its authorities effective January 1, 2018.

 

4.  That $10,300 from the Stabilzation Reserve be added to the 2017 Operating Budget, funded , in order to add a 0.56 FTE to the Policing Services department , effective July 1, 2017, to provide the necessary administrative support required for the new Policing Committee, including preparatory work in advance of the Committee's start-up and that ongoing funding for this position shall be built into the future operating budgets.

 

5.   That $10,000 from the Stabilization Reserve be added to the 2017 Operating Budget, to support start-up costs such as recruitment of committee members and preparation of committee orientation materials and that an annual and ongoing $20,000 budget shall be built into future operating budgets.

 

6.   That Administration review City Council Policy C-PS-02, Policing Services, to ensure that the policy is in-line with the new policing committee oversight processes established in the Bylaw and bring back any recommended changes to Council by the end of Q2 2018.

PURPOSE OF REPORT

 

On May 23, 2017 Bylaw 28/2017 was given second reading. Council also passed a number of motions directing further amendments to the Bylaw. The Bylaw before Council today incorporates those amendments. Administration has also incorporated amendments that remedy typographical and grammatical errors. The Bylaw is now coming forward to Council for the purpose of third and final reading along with recommended motions for Council debate related to resource support, committee implementation target date as well as the review and update of the Council Policy on Policing Services.
