That the following Lieutenant Governor Distinguished Young Artists Awards be awarded for 2017:
Jordan Anderson: $500 for Film Camp
Andrew Demuynck: $425 for Summer Jazz Camp
Taryna Marko: $500 for International Ukrainian Dance Festival
Mara Larmand: $500 for Anaheim Ballet Summer Intensive
Total: $1,925

PURPOSE OF REPORT
In accordance with City Council Policy C-CS-10 Lieutenant Governor Distinguished Young Artists Program, this report provides recommendations from a sub-committee of the St. Albert Cultivates the Arts Society, for the 2017 intake of applications, for the Lieutenant Governor Distinguished Young Artists Program.

The City of St. Albert establishes Young Artists Legacy Grant Program using the $19,617.00 surplus from the 2011 Lieutenant Governors Gala Event. The funds to be placed in a City Reserve and only the interest earned be used for the grant program. The City of St. Albert will allocate $1,000 per year to be added to the annual interest earned. Grants to be reviewed by the St. Albert Cultivates the Arts Society, including a City of St. Albert representative.
BACKGROUND AND DISCUSSION
Five applications were received in 2017 totaling $2,425 in requests for funding. The St. Albert Cultivates the Arts Society, including a representative from Cultural Services, reviewed the applications in a round table forum. Each member was asked to review all applications for their eligibility regarding the grant regulations and to make a preliminary allocation based on available funding. Members were then asked to present their views and allocation recommendations. To conclude the process, the committee is recommending to Council that the funding allocations be approved for 2017.
Applicant #1: Jordan Anderson
Funding recommendation $500
Jordan is attending Film Camp at Red Deer College from July 9 - 15, 2017. This is a one week film instructor led film camp.
Applicant #2: Andrew Demuynck
Funding recommendation $425
Andrew is attending the Summer Jazz Camp at MacEwan University from August 21 - 25, 2017. This is a one week music instructor led music camp.
Applicant #3: Taryna Marko
Funding recommendation $500
Taryna is attending the International Ukrainian Dance and Culture Festival in the Ukraine from August 11 - 25, 2017. This is a two week tour which includes dance workshops, performances and masterclasses.
Applicant #4: Mara Larmand
Funding recommendation $500
Mara is attending the Ballet Summer Intensive at the Anaheim Ballet School in Los Angeles from June 26 - July 22, 2017.
The St. Albert Cultivates the Arts Committee - Declined Grant Applications:
• Julia Nicholson - the applicant requested $500 to attend a workshop. The committee felt the support documents provided did not justify the provisional funding for the grant.

IMPLICATIONS OF RECOMMENDATION(S)
a) Financial:
• The funding amount available for this program is equivalent to the interest earned from the principal investment of $19,617.00.
• The City of St. Albert allocates $1,000 per year, which will be added to the annual interest earned from the principal investment.
• Cultural Services increased the base budget for this program in the 2016 budget process due to increased demand.

If Council does not wish to support the recommendation, the following alternatives could be considered:
Alternative 1 - Council may choose not to approve the recommendations and refer back to the committee for future review and consideration.
