PURPOSE OF REPORT

To present the new Emergency Management Bylaw, as amended in accordance with Council feedback, to Council for further consideration.

COUNCIL DIRECTION

On February 21, 2017 Council passed the following motions:

(BL-17-001)
That the Emergency Management Bylaw 06/2017 be read for the first time.

(BL-17-001)
That Members of Council provide the City Manager with feedback on the Bylaw 06/2017 by March 3, 2017.

(BL-17-001)
That Bylaw 06/2017 be amended to reflect Council Member feedback, and be presented to Council for consideration of further readings on April 3rd, 2017


BACKGROUND AND DISCUSSION

Further to the consideration of feedback received from individual Council members, the proposed Bylaw 06/2017 has been amended since 1st reading and is now presented for further consideration.

In summary, the amendments are as follows:

1. Minor changes and formatting were made to correct the line spacing after sections 2(i), 3, 3(b) and 13 (f).
2. A new definition (2(e)) was added for “Council”,
3. Sections 14 and 21 were deleted as they were no longer needed as the term “Council” was substituted for the word “Mayor” in section 15, 16, 18, 19 and 21.
4. The word “Council” has replaced the word “Mayor” in the sections relating to the declaration and termination of a state of local emergency. Under the Emergency Management Act, declaration and termination of a state of local emergency must be done by resolution of the local authority which is defined in that Act as Council.
