PURPOSE OF REPORT

The purpose of this report is to present a motion for which Councillor Joly gave notice on October 22, 2021.

 

 

PROPOSED MOTIONS:

recommendation

That the Chief Administrative Officer bring forward proposed bylaw amendments enabling parental leave for Council Members subsequent to the coming into force of provincial legislative amendments to the Municipal Government Act enabling this benefit.

BACKGROUND

At the April 8, 2019 Governance, Priorities and Finance Committee (GPFC) meeting Bylaw 39/2018 Parental Leave for Councillors Bylaw was presented and the following motion was approved. However, the item did not go to Council Remuneration Task Force as contemplated by the GPFC motion because a Council Remuneration Task Force was not established in 2020.

That the Governance, Priorities and Finance Committee recommend to Council that Bylaw 39/2018 Parental Leave for Councillors, provided as an attachment to the April 8, 2019 Agenda Report entitled “Bylaw 39/2018 Parental Leave for Councillors” be sent for review to the Council Remuneration Task Force in 2020.

 

The GPFC no longer exists.  However if Councillor Joly's motion passes, the same draft Parental Leave for Councillors Bylaw (attached to this report) that was prepared in 2019 will be brought forward with a 2022 bylaw number, either directly to Council or first to a Committee as directed through the Agenda Planning process.
