Administration’s Understanding of the Intent of the Motion:

That the funding currently committed to the Fire Hall #1 Decommissioning be un-committed and that the project be reconsidered during the 2023 RMR budget process.

Operational or Organizational Impacts if Motion is Approved:

Current organizational resources assigned to the capital project will be re-deployed.

Financial Implications of Motions:

$852,000 will be uncommitted from the PAYG category.

Background:

With the decision to rebuild Fire Hall #1 in a new location, the existing facility must be decommissioned. Given parking constraints and the potential presence of Asbestos, previous investigations for other potential uses have determined that the costs to renovate this property to bring up to code may be prohibitive. While it is understood that this decommissioning may be delayed for a period of time given the potential passing of a motion to conduct a specific feasibility Study for an Emergency Shelter on this site, it is recommended that the already committed budget for this project remain in place.

If the motion to pursue a feasibility study passes, the decommissioning project could simply be put on hold (with the funding remained committed) until an ultimate decision on the site is made. If the results of the feasibility study are positive and Council chooses to move ahead with a project in that regard, the dollars attached to the Decommissioning project could be released at that time. It is unlikely that the feasibility study and ultimate approval for an emergency shelter would be in place within the timeline for the 2023 RMR budget which would be considered for approval by Council in June 2022.
