BUDGET POSTPONED MOTION:

recommendation

 

That the funding for the annual costs of $22,000 for dog waste pick up is changed from tax dollars to the dog license revenue and that the 2022 tax rate is reduced accordingly.

Administration’s Understanding of the Intent of the Motion:

 

To maintain existing service levels for dog waste pick up of 2 times per year but that the funding be modified to come from the Dog License Reserve funds versus municipal taxes

 

Operational or Organizational Impacts if Motion is Approved:

 

None

 

Financial Implications of Motions:

The current proposed budget included a service level reduction that would see dog waste picked up only 1 time per year.  The reduction of $11,000 is already included in the proposed tax requirement.  If passed this motion will reinstate the service however the entire cost of the service will be funded through a transfer from the Dog license reserve fund.  This will have the ultimate effect of reducing the tax requirement by an additional $11,000.

 

Stakeholder Consultations:

N/A

 

Background:

 

The Dog License fund is added to annually by a special surcharge included in the costs of an annual dog license.  On average in the last 4 years, $86,870 has been generated annually from this surcharge therefore there is adequate and consistent funding available to support this motion.

 

Currently under policy C-FS-01 Reserves, the use of dollars from the Dog License fund is restricted to "dog parks, associated amenities and life cycle maintenance/upgrade of these items".  Should this motion pass, Administration will bring back to Council a policy amendment which will permit the use of these funds for this purpose.
