1. That Bylaw 35/2021, being a Borrowing Bylaw to design and construct a Solar Farm, be read a second time.

PURPOSE OF REPORT

To recommend second and third readings of a borrowing bylaw to allow the City to secure debenture financing for the design and construction of a Solar Farm on the City owned Badger Lands in northwest St.Albert. Several decision gates will be available to Council as the project progresses through the planning stage.
