CLSC Recommendation Arising From Arts Development Advisory Committee (Mayor's Celebration of the Arts Policy)

RECOMMENDED MOTION

That Council Policy C-CC-22 be accepted with the following amendments to include a review of the Policy at least once every three years and review the jury selection process by the end of Q1 2024; and,
be amended to change the definition of the "Jury" and ‘service standards/expectations’ to the Arts Development Advisory Committee and external professional advice as needed, to adjudicate the recipients of awards and make recommendations to Council.
Additional Administrative Recommendation (if the above recommended motion from the Community Living Standing Committee is passed):
That the Arts Development Advisory Committee Bylaw 09/2020 be amended to align with the changes made to Council Policy C-CC-22.

PURPOSE OF REPORT
The purpose of this report is to bring to Council a recommended motion arising from an item on the Agenda of the August 23, 2021 meeting of the Community Living Standing Committee.
The recommended motion, noted above, to change the definition of "Jury" and 'service standards/expections' to 'the Arts development Advisory Committee and external professional advice if needed...' will require subsequent amendments to the Arts Development Advisory Committee Bylaw. The Bylaw currently states, in regard to the Committee Roles and Responsibilities, that the Committee shall "Make recommendations to Council on the allocation of funds from the applicable operating and capital budgets and reserves including Public Art (C-CS-10), Lieutenant Governor Distinguished Young Artists Legacy Program (C-CS-10), and the Cultural Wall of Fame (C-CS-15)" (section 21.b).
