PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor Hansen gave notice on April 19, 2021.
PROPOSED MOTION:
recommendation
That Map 3 of the MDP (Flourish) be amended south of Meadowview Drive from Employment Areas to Major Open Spaces and brought back to Council before Q3, 2022.

BACKGROUND AND DISCUSSION:
At the April 19, 2021 Council Meeting, Administration provided the below assessment of the proposed motion to help inform this discussion. With this amendment, Administration would engage in public and landowner consultation regarding the change in land use, as it would have an impact on the land owners of the subject properties.
The amendment would also require a submission to the Edmonton Metropolitan Region Board.
The subject lands are developable and are privately owned. Currently, the City has no plans to purchase these lands. This general area, west of Ray Gibbon Drive has been identified for employment purposes in the Edmonton Metropolitan Region Growth Plan and from a cost efficiency perspective, it strongly desirable to have development along both sides of Meadowview Drive. Having development only on the north side would result in costly servicing implications and may deter economic development potential, which is Council’s #2 Strategic Priority. Through the development of the Lakeview Area Structure Plan (ASP), the exact limits of development will be determined through appropriate studies.
The ASP provides opportunity to address environmental considerations such as setbacks, development standards and mitigation measures. It will also outline the limits of Environmental Reserve (ER) and any Municipal Reserve (MR) that the City wishes to acquire, including lands along Carrot Creek.
