PROPOSED MOTIONS:
recommendation
1. That Council go in camera for a confidential discussion of Code of Conduct Complaints pursuant to Schedule A of the Council Code of Conduct Bylaw and pursuant to Sections 17 and 27(1)(a) of the Freedom of Information and Protection of Privacy Act
2. That details of the in camera discussion with respect to personal information or information subject to solicitor and client privilege, be kept confidential

BACKGROUND:
Three Formal Complaints have been received alleging that three members of Council breached Sections 7(c) and 7(d) of the Council Code of Conduct Bylaw by traveling out of St. Albert, in one case to another Canadian province in July 2020, in the second case to another Alberta municipality in October 2020, and in the third case to another country over the recent holiday period. The Council members in question have confirmed that they traveled to those places at those times. They have not acknowledged that their travel constitutes a breach of the identified provisions of the Code of Conduct.
In accordance with Appendix A to the Council Code of Conduct Bylaw, Council shall initially discuss these Complaints in camera. Any motions arising from the in camera discussions must occur in a public meeting.
Following the in camera discussion at the January 25, 2021 Council meeting, any member of the public who wishes to address Council with respect to one or more of the Complaints will have up to 5 minutes to do so at that meeting, provided they have registered to speak by way of an email received at Legislative@stalbert.ca not later than noon on January 25, 2021. Council will hear public submissions before any motions are made with respect to the Complaints.
A copy of the Code of Conduct Bylaw is attached to this report.
