That the St. Albert Transit Centre and Park and Ride be named “Naki”.

PURPOSE OF REPORT

To recommend formal approval by Council of the name of the transit center located at the St. Albert Trail and Campbell Road alignment which was revealed at a public event at St. Albert Place on August 5th, 2020. The Naki name is Cree and means Stop/Stop Here.

BACKGROUND AND DISCUSSION

On April 1, 2019 Council was presented with name options for the Park & Ride facility.  Some Councillors suggested at that time that Administration consult the Payhonin Working Circle for other possible names.  As a result of that consultation two alternative new names were presented to Council in May 2019, and Council was supportive of the name “Nakî”.  Because this naming decision -- like all Council decisions -- must be made in an open and public meeting in accordance with the Municipal Government Act, the recommended motion would allow Council's preferred name to become the official name of the facility.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

Name Unveiling Event:

 

A local Elder within the St. Albert community was engaged to assist at the August 5, 2020, Name Unveiling Event and the Mayor opened the event by acknowledging that the location of the new transit facility is on Treaty 6 land.  Other representatives of the indigenous community gave context to the meaning of the chosen name. Sharon Morin, from Michif Cultural Connections and Arts and Heritage Foundation, spoke at the Name Unveiling Event held on August 5, 2020.

 

Grand Opening Event - (prior to opening to the public)

Grand Opening Event to be held on August 27, 2020 (larger in scale) including ceremony, smudging, and drumming. Tracy Friedel (Métis Local Region 4 President), Gary Gagnon (Métis Local Region 4 Vice President) and Elder Gloria Laird invited to provide ceremony/blessing of the new transit facility.

 

Request sent to Ryan Arcand to discuss the opportunity to have drumming circle at the Grand Opening Event.

 

We will also have four community representatives in attendance for the smudging ceremony as well as 5 aboriginal drummers.
