That Council authorize the Chief Administrative Officer to award to Donison and Associates, a contract for provisions of an IBAK Lateral Launch CCTV Pipe Inspection Systems for a value of up to $130,000 as per approved project 419742 WASWT CCTV Equipment Replacement Plan.

PURPOSE OF REPORT
The recommended sole source contract exceeds the authority for the City Manager Delegations per City Council Policy C-CAO-01 that specifies the City Manager may:
(5.c.iii.) Approve and execute sole-source contracts, not related to the acquisition or disposition of land or an estate or interest in land, provided that the expenditure or fixed revenue of each sole source contract does not exceed $100,000.

BACKGROUND AND DISCUSSION
The 2019 budget had allocated $130,000 in project 419742 WASWT CCTV Equipment Replacement Plan to purchase of a new closed-circuit camera television (CCTV) lateral launch inspection system. This technology is integral to effectively assessing the condition of infrastructure and establishing analytics that provides information supporting preventative repairs, maintenance or replacement of wastewater pipelines and service laterals. It is a necessary technology component required to support staff in the acquisition of data to support the long-term asset management of the wastewater utility.
Consistent with the City’s Purchasing Policy, a sole source was considered as an acceptable option, as it maintained the compatibility with our existing equipment, systems and services provided through our existing CCTV program. Additionally, it provided an economic advantage by not incorporating a second system within utility operations requiring additional program compatibility and training for staff.
Currently, wastewater service inspections are conducted by the Utilities Branch personnel responding to a request for service by a resident thereafter their noticing a wastewater drainage problem or a back-up within their home. The current practice includes utility staff accessing infrastructure from within each home. Camera and cable equipment are transported into each home, work is completed and then the workspaces are tidied. Approximately 1000 emergent response and 200 proactive maintenance inspections are completed annually.
The addition of a new Lateral Launch Inspection System will enable:
• Improved service to residents whereas significantly reducing the need/reasoning for personnel entry into homes compared to traditional inspection methods, and increase the safety of City workers by mitigating requirements to enter private homes;
• inspections of service laterals concurrently with other mainline inspections program realizing significant operational efficiencies;
• proactive inspections of sewer services on a systematic, neighborhood basis to improve sewer service asset conditional assessment and prioritization of the annual Wastewater Household Service Capital Rehabilitation Program prior to an emergent backup being a trigger; and
• the ability for the Utilities Branch to identify and inform residents of pending sewer service impedances or adverse conditions of those inspected, whereas mitigating a potential sewer back-up from occurring.
This continued innovation allows utility staff to optimize on efficiencies allowing current resources to complete a larger number of proactive inspections, which ideally will minimize the long-term emergent responses required by a homeowner.
The sole source award of the lateral launch system will facilitate the proactive maintenance, and management of the gravity sanitary system, further minimizing impacts to residents as the system is monitored and upgrade work is initiated, and the overall asset management program is augmented.

Financial:
An Advanced Contract Award Notice was posted on the Alberta Purchasing Connection effective October 23, 2019 through November 7, 2019 for the intended award, on a sole source basis, the contract for the provision of an IBAK Later Launch CCTV Pipe Inspection System to Donison and Associates; this posting was not contested by any other vendors.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternatives could be considered:
Alternative 1. Council do nothing; Administration will continue to conduct wastewater sanitary sewer service inspections via traditional methods.
