REASON FOR TIME EXTENSION REQUEST
Administration developed and posted an RFP for consulting support to perform public engagement - posted on March 6, 2020 and anticipated to close on March 24, 2020. Due to the COVID-19 incident and resulting conditions, the RFP posting was cancelled for an undetermined amount of time until conditions are lifted and the City can finalize safe and effective public engagement processes. The influence of this cancellation is that no public engagement has occurred to inform on final recommendations of amending the Traffic Bylaw.
Additional considerations beyond the COVID-19 incident and unknown timelines, is the impact of the summer months and the influence it may have on public engagement participation numbers. It may be desired to defer engagement until September / October of 2020 to gain broader and higher numbers of public participation. This would delay the final amendments further and potentially push the presentation during budget deliberations.
