That in 2021 Outside Agency Grant Program base funding be increased to $10.20 per capita and include the related background information to Council in March 2020.

PURPOSE OF REPORT

The purpose of this report is to bring forward the recommendation(s) from the Februay 10, 2020 Community Living Standing Committee meeting.


BACKGROUND AND DISCUSSION

Policy C-CS-22 Outside Agency Grant Program currently identifies the per capita amount which drives the program budget as $9. Based on the most recent population utilized for this program, increasing the per capita value to $10.20 would increase the program budget by $79,298, for a total funding envelope of $674,036.

It is Administration’s understanding that the objective of the motion is to increase the per capita value to allow the program budget to reflect the eligible funding requests from the most recent grant recipients.

The 2020 Grant Request Worksheet (attachment 1 - section 1a) indicates a sum of $675,870 as the eligible total grant request for the Outside Agencies once the Administrative review was conducted. This amount included the request of CIVC which ultimately was not approved. Removing the potential eligible grant amount for CIVC from the worksheet, decreases the total eligible funding required to fully fund the successful applicants to $652,058, which closer reflects a per capita value $10, rather than current motion of $10.20. $10 per capita would increase the funding envelope by $66,082 for a total program budget of $660,820.

Also included as per Administration’s understanding of additional information requested by the Community Living Standing Committee is an Operating Grant Comparator Chart of municipalities across Alberta (attachment 1 - attachment 1b).
