Administration’s Understanding of Intent Motion:
To hire 1 permanent Municipal Enforcement Officer starting on April 1, 2020 and that the expenses related to the increased cost come from taxes.
Operational or Organizational Impacts if Motion is Approved:
Administration does not support the addition of an MES officer at this time due to other higher priorities as well as the understanding that a workforce assessment is required to fully determine the requirements of the department.
If this motion is passed, Administration would undertake an operational review to determine the most effective way to incorporate the new resource into service delivery. This review would likely result in a combination of an increase to the proactive enforcement done on various Municipal and Provincial laws as well as an increase to the hours of service municipal enforcement provides to the community on weekends (such as increasing weekend service from 6:30pm to 9pm).
Adding an additional Municipal Enforcement Officer will increase the number of front line officers from 10 to 11. In addition to the 10 officers currently approved, there is 1 Senior Municipal Enforcement Officer that supervises the unit and there are currently 7 patrol vehicles for use by the 10 officers and supervisor. The Policing Services LTDP that Council endorsed in 2014 sets out a resource ratio of 1 MES Officer for every 5000 residents. With the current 11 uniform officers (10 front line officers plus 1 Supervisor) the ratio sits at 1 officer for every 6104 residents.
