POSTPONED MOTION ADMINISTRATIVE BACKGROUNDER
Administration’s Understanding of Intent Motion:
Administration understands the intent of the motion to be to postpone consideration of the proposed creation of an Area Structure Plan (ASP) for the Lakeview Business District and City-Owned Badger Lands (43 City Annex North) to 2021.
Operational or Organizational Impacts if Motion is Approved:
If the motion is approved, no additional ASP work will be undertaken in 2020 for Lakeview/43 City Annex North. The proposed work included staffing to manage the projects. This capacity will be realigned elsewhere if the motion is approved.
Financial Implications of Motions:
The direct financial implication of the motion would be that no additional money would be spent on ASP preparation in 2020 and $1,329,800 would be made available within the overall capital funds. An indirect financial implication is that the ASP work would be deferred to a future year(s), which may delay the speed at which either of the two areas begin to develop, and subsequently begin to bring in tax revenues to the City.
Stakeholder Consultations:
Public engagement will be required when the Area Structure Plan work goes forward.
Background:
City Council designated the employment lands (now Lakeview Business District) in 2013 as part of its long-term strategy to pursue an increased non-residential tax base. In order for it, or the City-owned Badger Lands (43 City Annex North) to undergo development, they will need an Area Structure Plan, and servicing.
