Administration’s Understanding of Intent Motion:
That the costs ($12,400) associated with the supply and installation of 2 municipal flagpoles in front of St. Albert Place to accommodate the Treaty 6 and Métis flags be unfunded until the flag policy is brought back to council for review.

Operational or Organizational Impacts if Motion is Approved:
If the motion is approved, neither the Treaty 6 nor Métis flags would be able to be flown permanently outside St. Albert Place. Being able to fly these flags, alongside our national, provincial and municipal flags would go a long way towards recognizing the importance of Indigenous and Métis people in our history and their significance and acceptance as a current, valuable and permanent part of our community.

Financial Implications of Motions:
Should this motion passes $12,400 will be reutrned to the capital funding source for future use.

Stakeholder Consultations:
The recommendation to install two additional flag poles at St. Albert Place to accommodate the Treaty 6 and Métis flags came out of a 4-month engagement process, consulting with the First Nation and Métis Peoples in our community.

The motion to unfund is inconsistent with the recommendations from the Payhonin report.



Background:
The flag policy is currently being revised and will brought back to Council for review in Q1 2020. The current flag policy states: “City Hall and other municipal locations that are designed or expected to host representatives from out of province or out of country or host visitors with their own banners, shall have four Municipal Flag Poles to provide a mast for the display of visiting jurisdictional flags....
