POSTPONED MOTION ADMINISTRATIVE BACKGROUNDER
Administration’s Understanding of Intent Motion:
Administration understands that if this motion is passed Capital Project Charter RECR-065: Community Amenities site planning would be unfunded in 2020 and moved in the 10 year capital plan to 2021 for consideration at that time.
Operational or Organizational Impacts if Motion is Approved:
Should Council identify one of the three sites (City-owned Badger Lands, Range Road 260, or Erin Ridge North) for future facility development, any site or facility planning would not proceed in 2020.
If a site is chosen, the impact of not proceeding with the next stage of planning would delay development of partnerships, facility identification and placement, refinement of costs, geotechnical and environmental assessment of the site, and ASP amendments. Should one of the Developer sites be chosen, it may impact the timing and planning of their neighborhood development.
Financial Implications of Motions:
The $900,000 in capital funding would be returned to the capital fund for future projects.
Stakeholder Consultations:
Public Engagement has been carried out to seek public opinion on the three sites which may have created public expectations that the next phase of planning will continue in 2020.
Background:
The scope of Project Charter RECR-065 is to fund the following work as it relates to a new community amenity facility (or facilities) in which Council has directed Administration to take to the next phase of planning:
· Identification of Facility Components
· Site Concept Plan Development
o Feasibility assessment (Determination of facilities).
o Concept planning (Program Plan, Mobilization Study, Detailed Debt Servicing Costing).
