2. That Bylaw 27/2019, being Amendment 171 to the Land Use Bylaw 9/2005, be read a second time.
3. That Bylaw 27/2019 be read a third time.

PURPOSE OF REPORT
The purpose of this report is to outline proposed text amendments to the Land Use Bylaw, under which the LUB is amended by:
• revising the definition of “solar collector” in order to clarify that this definition refers only to a roof or wall located structure;
• adding a new definition for “solar collector, ground” to distinguish an installation of this kind from a roof or wall located structure; and
• adding language to authorize “solar collector, ground” as a discretionary use in the Commercial and Industrial Services (CIS) Land Use District.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to close the public hearing, or if a motion to close the public hearing does not pass, consideration of the following Alternative Recommendations would be appropriate:
1. That the statutory public hearing be adjourned to the September 23, 2019 meeting.
If Council does not wish to support the recommendation, the following alternative could be considered:
• Do not pass second or third reading of Bylaw 27/2019. Should this occur, installation of ground located solar collector systems in the Commercial and Industrial Services (CIS) Land Use District would not be allowed.
