PURPOSE OF REPORT
At the request of GPFC, the Community Services Advisory Committee (CSAC) has been consulted and have provided three recommendations for changes to the current categories within the Community Recognition Program. This report brings forward the recommendation of CSAC to the GPFC for review.

On November 13, 2018 GPFC passed the following motion:

That the Governance, Priorities and Finance Committee recommend to Council that the amended version of Council Policy C-CS-03 Community Recognition Program, provided as an attachment to the November 13, 2018 agenda report entitled “Community Recognition Policy”, be approved.
That GPFC refer Policy C-CS-03 Community Recognition Program to CSAC for their consideration of additional categories to be brought back to Council at the August 2019 GPFC meeting.
BACKGROUND AND DISCUSSION
In the fall of 2018, Policy C-CS-03 Community Recognition Program (attachment 1) was amended to include a separate nomination category for Environmental Stewardship. The area of “environment” had previously been included within the category of “Citizenship”, but a request had come forward from the Environmental Advisory Committee to acknowledge those providing outstanding contributions for the environment to be acknowledged in a separate category.
At the time of reviewing the proposed amended policy with the added category of “Environmental Stewardship”, the GPFC debated the question as to whether or not there may be other areas which should be highlighted as separate categories for recognition. The GPFC made a request that CSAC review and discuss the current categories within this program and bring back the results of that discussion to GPFC.
The CSAC discussed the current categories included in this program and have provided three recommendations which Administration is bringing forward as suggestions for change to this program in outlined in Attachment 2.
1. The CSAC is recommending that a category titled “Distinguished Achievement” be added to Policy C-CS-03. This category would highlight the recognition of residents who have gone above and beyond in their endeavors. Their contribution to society has had a profound or extraordinary impact either at a national or international level.
2. The CSAC is recommending that the current category “Arts and Culture” be amended to “Arts, Music, and Culture”. With the number of outstanding musical artists within our community, the CSAC felt that this change was needed to provide appropriate and well-deserved recognition.
3. The CSAC is recommending that the current category titled “Past Era Business of Distinction” be removed from the program. This category was added to the original policy in 2013 as a means to recognize key community gathering places which were icons within the community. The name recognition of the building was the key to qualifying for the honour as the name itself would result in memories passed on from generation to generation. Since the inclusion of this category four businesses have been recognized: The Bruin Inn, Club Mocombo, St. Albert Drive-In Theatre, and Club Nautique du St. Albert, with the latest award provided in 2016. The CSAC is recommending that this category be deleted as no further nominations are anticipated. There has been no engagement regarding the removal of this category beyond the CSAC.
If the GPFC are supportive of the recommendations of the CSAC, Administration will prepare an amended Policy to bring forward for Council consideration.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
The CSAC was engaged in the discussion of the categories for the Community Recognition Program with their recommendations provided within this report. There has been no engagement beyond the CSAC.
