That the following Lieutenant Governor Distinguished Young Artists Legacy Program grants be awarded for 2019:
Sam Daly - Arts Trek - $500
Jacob Kryger - Leigh Howard Stevens Summer Seminar - $500
Alicia Krips - Domaine Forget International Music and Dance Academy - $500
Morgan Lynn Delia Henderson - Youth Write - $400

PURPOSE OF REPORT
In accordance with Council Policy C-CS-10 - Lieutenant Governor Distinguished Young Artists Legacy Program, this report provides recommendations from a sub-committee of the St. Albert Cultivates the Arts Society for the 2019 intake of applications for the Lieutenant Governor Distinguished Young Artists Program.

Community Granting and Support for Delivery of Services
Service Name: Cultural Grants Management
Service Definition: Management and administration of grants that support artists in the community.
Service Component: Lieutenant Governor Distinguished Young Artist Legacy Program
Current Service Level: Grants are awarded by Council in May of each year. Total funds awarded in 2019 are up to $2,400. Maximum funding awarded is as follows:
• Individual applicants - $500
• Group applicants - $1,000
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
At the December 1, 2011 Budget meeting the following motion was passed:

The City of St. Albert establishes Young Artists Legacy Grant Program using the $19,617.00 surplus from the 2011 Lieutenant Governors Gala Event. The funds to be placed in a City Reserve and only the interest earned be used for the grant program. The City of St. Albert will allocate $1,000.00 per year to be added to the annual interest earned. Grants to be reviewed by the St. Albert Cultivates the Arts Society, including a City of St. Albert representative.

BACKGROUND AND DISCUSSION
Nine applications were received in 2019 totaling $4,175 in requests for funding. The St. Albert Cultivates the Arts Society, including a representative from the Cultural Services division of the Community Services Department, reviewed the applications in a round table forum. Each member reviewed the applications for eligibility and allocations were recommended based on a maximum of $500 per individual as stipulated in Council Policy C-CS-10 - Lieutenant Governor Distinguished Young Artists Legacy Program.
The Committee recommends that the following funding allocations be approved by Council for 2019.
Applicant #1: Sam Daly
Funding recommendation: $500
Sam is attending Theatre Alberta’s Arts Trek from July 21 to 27, 2019. This is a week-long theatre camp with professional instruction.
Applicant #2: Jacob Kryger
Funding recommendation: $500
Jacob is attending the Leigh Howard Stevens Summer Seminar in New Jersey from June 2 - 14, 2019. This is a two-week long seminar for marimba players and percussionists.
Applicant #3: Alicia Krips
Funding recommendation: $500
Alicia is attending the Domaine Forget Academy summer program in Quebec from June 2 - 17, 2019. This is a two-week intensive program for French horn players which includes private lessons, masterclasses, workshops and a student concert.
Applicant #4: Morgan Lynn Delia Henderson
Funding recommendation: $400
Morgan is attending Youth Write in Bragg Creek, Alberta from July 7 - July 12, 2019.

IMPLICATIONS OF RECOMMENDATION(S)
Financial:
The funding amount available for this program is equivalent to the interest earned from the principal investment of $19,617.00.
The City of St. Albert also allocates $1,000 per year, which is added to the annual interest earned from the principal investment.

The funds available for allocation in 2019 total $2,400
Legal / Risk:
Grant recipients are required to utilize funds as specifically authorized and to report to the City, in a specified manner, on the use of those funds.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternative could be considered:
Alternative: Council may choose not to approve the recommendations and refer the matter back to the Committee for future review and consideration.
