That a one-time exemption to Council Policy C-CS-06 - Community Capital Program Grant be approved to allow the St. Albert Curling Club to apply for 2019 funding through the Community Capital Program Grant.

PURPOSE OF REPORT

 

To provide Council information for consideration in providing a one-time exemption to the St. Albert Curling Club in relation to Council Policy C-CS-06 - Community Capital Program Grant, allowing the St. Albert Curling Club (SACC) to apply for grant funding consideration in 2019.  

 

SACC received a grant in 2018 of $18,031 through the Community Capital Program Grant. Council Policy C-CS-06 - Community Capital Program Grant states that “Organizations are eligible to receive one Community Capital Program Grant every two years”. The SACC is not eligible to apply for grant through this program until 2020. 

 

The St. Albert Curling Club has requested an exemption to be allowed to submit a 2019 application into the Community Capital Program Grant to complete work identified through an assessment that was prompted by changes to building codes.

Community Capital Program Grant

-                     To provide a source of funds for eligible capital projects to be undertaken by eligible not-for-profit community groups that provide broad and inclusive recreational, cultural or social services with the City of St. Albert.

 

Community Groups Support Services

-                     Facilitation and support to recreation community groups to provide advice, education, communicate, inform and build capacity and support program delivery in the community.

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

On June 11, 2018 Council passed the following motions:

 

That the following 2018 Community Capital Program Grants be awarded:

-                     St. Albert Curling Club: $18,013 for renovations to the Curling Club including carpet replacement, painting, upgrades to lighting and AV systems.

-                     St. Albert Minor Baseball Association: $49,590 for renovations to the clubhouse, replacements of backstops, two scoreboard replacements, and a field groomer.

-                     St. Albert Nordic Ski Club: $7,924 for grooming equipment.

-                     St. Albert Soccer Association: $32,136 for an indoor training space.

-                     The Visual Arts Studio Association of St. Albert: $9,067 for kitchen renovations, electrical and lighting updates and an accessible door./

 

 

BACKGROUND AND DISCUSSION

 

The SACC has been a valued not for profit partner in St. Albert since 1949 and currently has a lease to operate the St. Albert Curling Club within a City owned facility.

 

As per the lease agreement, SACC is responsible for the maintenance and replacement of the facility infrastructure and has been diligent to plan annually to meet the current and future infrastructure needs of the SACC. 

 

In collaboration with Administration, in late 2018, an assessment was completed of the Curling Club ice plant and related infrastructure. This assessment was carried out in response to evolving building codes and was not anticipated by SACC in their past capital planning.  Through this assessment, a scope of work, budget and 2019-2020 timeline has been outlined. The proposed work will ensure the integrity of the curling facility infrastructure and future assurance of public safety. 

 

Due to the scope of work, the SACC are planning to fund this work through a combination of Provincial and Municipal grants and an investment from the SACC reserve fund.  They have recently applied to the Community Facility Enhancement Program through the Province of Alberta and are awaiting a response. Provision of a one-time exception to the SACC from Council Policy C-CS-06 - Community Capital Program Grant will allow the group to apply and be considered for Municipal grant funding for the identified work.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

Administration has worked collaboratively with SACC on the assessment of City operated ice making facilities. Involvement from multiple City departments has occurred in determining the best course of action for the SACC on their future infrastructure plans.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

 

The Community Capital Program Grant is over-requested for 2019 funding for which applications are due on April 4, 2019.

 

Legal / Risk:

 

The City of St. Albert currently owns the facility operated under lease by the SACC.  The existing lease agreement specifies the group is responsible for maintenance and operation of the facility. 

 

Program or Service:

 

Provision of a one-time exemption to apply for this grant, could set a precedent for other groups to request the same in future.

If Council does not wish to support the recommendation, the following alternatives could be considered:
