BACKGROUND AND DISCUSSION
At the December 13, 2018 Edmonton Metropolitan Region Board (EMRB) meeting, the Board approved a Terms of Reference and Project Charter for the “Shared Investment for Shared Benefit” (SISB) initiative.

The anticipated outcome of the SISB initiative is the development of a model to leverage funding across municipal jurisdictions towards investments of regional significance. The project will include an environmental scan of cost-sharing models that exist in other jurisdictions in North America, and the development of a final model, project criteria, and methodology for Board consideration. It is expected the project’s deliverables will be recommended to the Board for approval on or before March 2021.

The SISB initiative is to be overseen by a Task Force comprised of all 13 EMRB member municipalities. The Terms of Reference state that the municipal representative on the Task Force shall be the EMRB member from each of the 13 municipalities. In the case of the City of St. Albert, this is Mayor Heron.
