COUNCIL DIRECTION

On January 7, 2019, Council approved several recommendations in relation to allowing backyard hen keeping as urban agriculture in St. Albert.  Most of those recommendations were dealt with in Council reports, BL-18-076 and BL-18-082, on the Council agenda for January 7, 2019.

The Council-approved recommendations relevant to this report are:

1.                     That Bylaw 37/2018, being amendment 163 to the Land Use Bylaw 9/2005, be read a first time.

2.                     That a public hearing on Bylaw 37/2018 be held at the regularly scheduled Council meeting on February 4, 2019.

BACKGROUND AND DISCUSSION

Please refer to the attachment entitled: GPFC Agenda Report (Previously Distributed December 10, 2018).  Proposed Bylaw 37/2018 is a "housekeeping" amendment intended to ensure that the Land Use Bylaw is consistent with the new Hen Bylaw, so Bylaw 37/2018 should only be passed if the Hen Bylaw is passed.

[NOTE: The full text of proposed Land Use Amending Bylaw 37/2018 is found on the last two pages of the attachment to this report.]

ALTERNATIVES AND IMPLICATIONS CONSIDERED

If Council does not wish to close the public hearing, or if a motion to close the public hearing does not pass, consideration of the following Alternative Recommendations would be appropriate:

1.                     That the public hearing be adjourned to the February 19, 2019 meeting.
