PURPOSE OF REPORT

 

To transmit to Council the recommendations arising from the Governance, Priorities and Finance Committee meeting of December 10, 2018 with respect to Bylaw 2/2019.

 

ALIGNMENT TO PRIORITIES IN COUNCIL’S STRATEGIC PLAN

 

Strategic Priority #3: Building a Transportation Network: Integrated transportation systems.

 

Administration Activity 3.6: Develop the Transportation Safety Plan and recommend implementation of initiatives to minimize risk of injury or fatality on City roadways.

 

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

On December 10, 2018 GPFC passed the following motions:

 

That the Governance, Priorities and Finance Committee recommend to Council:

 

1)                     That Bylaw 2/2019, being amendment 13 to Traffic Bylaw 18/2005, read a first time.

 

2)                     That Bylaw 2/2019 be read a second time.

 

3)                     That unanimous consent be given for consideration of third reading of Bylaw 2/2019.

 

4)                     That Bylaw 2/2019 be read a third and final time.

 

BACKGROUND AND DISCUSSION

 

As per the December 10, 2018 Governance, Priorities and Finance Committee Agenda Report entitled “Transportation System Bylaw Amendments”.

 

NOTE:   Sections 14 through 18 of proposed Amending Bylaw 2/2019 refer to deletion and replacement of several Schedules to the Traffic Bylaw:  Schedules 1, 2, 5, 7 and 8.   For Council's ease of reference these proposed new Schedules are found in the marked up version of the Traffic Bylaw that is attached to this Report.   The marked up version shows how the proposed new Schedules 1, 2, 5, 7 and 8 differ from the Schedules bearing those same numbers that are currently in force.

 

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

Several written submissions received with respect to the proposed closure of a portion of Coal Mine Road, also included comments on proposed reduced speed limits in the Erin Ridge/Erin Ridge North neighborhoods.  Therefore, the public notices of the Non-Statutory Public Hearing on the road closure -- on the City website and in the City Lights section of the St. Albert Gazette -- stated that submissions concerning the speed limit reductions would also be acceptable at that same Non-Statutory Public Hearing, on January 7, 2019.

 

In addition, public engagement occurred in the following identified communities for which reduced neighbourhood speed limits are proposed.

 

Results of this public engagement are summarized as:

 

1)                     Erin Ridge and Erin Ridge North

a.                     Total Homes: 2,900 homes (from 2018 Census)

b.                     217 responses during engagement

i.                     = 7.6% of community involved

c.                     Speed Response (from those engaged) = 72% of respondents supported 40 km/h or less speed limits

i.                     72% of 217 = 156

ii.                     This represents 5.4% of the community

 

2)                     Lennox Drive Area

a.                     625 Homes total (in study area)

i.                     46 homes on Lennox Drive itself

b.                     188 responses to survey

i.                     30% assuming 1 per household

c.                     55% surveyed supported reduced neighbourhood speeds to 40 km/h or less

d.                     55% represents 103 homes

e.                     = 17% overall
