That Bylaw 45/2018, being Amendment 2 to Residential Solid Waste Management Bylaw 17/2018, Amendment 19 to Water Bylaw 5/2001, Amendment 15 to Storm Sewer Bylaw 6/2003, and Amendment 1 to Sanitary Sewer Bylaw 6/2018, be read a first time.

 

That Bylaw 45/2018 be read a second time.

 

That unanimous consent be given for consideration of third reading of Bylaw 45/2018.

PURPOSE OF REPORT

 

This report presents the 2019 Utility rates, as recommended by the Committee of the Whole, for Council’s review and approval. Administration is recommending first, second and third readings for the Solid Waste, Water, Storm Sewer and Sanitary Sewer Bylaws, in order for rates to be implemented on January 1, 2019.

Financial Planning

Stewardship of development of annual operating and capital budgets for Municipal and Utility operations.

 

The approved operating and capital budgets shall serve as the financial plan for the City and provide Administration with the direction and resources necessary to accomplish Council’s strategic direction and Council approved services and service levels in accordance with the Services and Service Levels Inventory

 

COUNCIL DIRECTION

 

On June 25, 2018 Council passed the following motions:

 

(AR-18-175)

That the 2019 RMR Utility Capital Budget of 11 capital RMR projects be funded in the amount of $8,839,000.

 

On November 27, 2018 Council passed the following motion:

 

(AR-18-569)

That Council move out of Committee of the Whole.

 

That Administration prepare the 2019 proposed Municipal and Utility Operating Budgets, the proposed Municipal & Utility Capital Budgets and any appropriate bylaws in accordance with the direction provided in the November Committee of the Whole deliberations, and previous Repair, Maintenance & Replace (RMR), and Fees & Charges decisions for consideration by Council on December 17, 2018.

 

BACKGROUND AND DISCUSSION

 

Each year, Council approves a utility operating and capital budget to provide required resources to deliver utility services to the community. On October 22, 2018, Administration introduced the 2019 Utility rates to Council.  The matter was referred to the Committee of the Whole for consideration as part of the Budget Process.

 

Committee of the Whole then deliberated the proposed budgets and considered public input. On November 27, 2018, Committee of the Whole concluded budget deliberations and recommended that the proposed 2019 Utility rates, as amended, be approved by Council.

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

The average residential customer will experience a negligible decrease (0.01%) on their utility bills based on the 2019 Utility Operating and Capital Budgets. The revised 2019 rates are outlined in the document titled "2019 Proposed Utility Rates".

 

Legal / Risk:

The Municipal Government Act provides that Council must adopt a utility operating and capital budget for each calendar year (ss.242 and 245).

 

Program or Service

Approval of the 2018 utility rates ensures the sustainable provision of utility services to the community.
