That the following St. Albert Community Event Grants be awarded:
Dynamyx Gymnastics Club of St. Albert: $2,000 for their 25th Anniversary Celebration
St. Albert Ringette Association: $5,000 for hosting the 2019 Western Canadian Ringette Championships

PURPOSE OF REPORT
This report brings forward a recommendation from the Community Services Advisory Committee (CSAC) for allocation from the 2018 fall intake of applications for the “Ad Hoc” Community Events Grant Program for Council’s consideration and approval, as per attached Policy C-CS-02.

ALIGNMENT TO SERVICE DELIVERY
Management of Community Granting:
Provision of funding to eligible St. Albert Not-for-profit organizations and residents in the areas of special events, sport and culture development, operational funding and capital renovations and development. Application intake is in the spring and fall of each year with submissions reviewed by the Community Services Advisory Committee. Recommendations are then forwarded from CSAC to Council for final funding approval. Total funds available is set by policy and is increased based on population growth.
COUNCIL DIRECTION
The Council direction that has resulted in this matter being brought before Council is contained in Council Policy C-CS-02 Community Events Grant Program.
BACKGROUND AND DISCUSSION
In accordance with City Policy C-CS-02, Community Events Grant Program, this report provides recommendations resulting from the October 23, 2018 Community Services Advisory Committee meeting. The applicants have applied under the “Ad Hoc” community event category in this grant program.
Applications are reviewed by the CSAC and recommended to Council for approval. To date, Council has awarded $12,000 of funding available in 2018 for allocation within the “Ad Hoc” category which consisted of a funding envelope of $32,160. There is $20,160 available for allocation in the Fall 2018 intake.
The CSAC has recommended funding for the applicants as follows:
Application #1 - Dynamyx Gymnastics 25th Anniversary Celebration
Organizing Group: Dynamyx Gymnastics Club of St. Albert
Funding Amount Applied For: $2,000
CSAC Recommended Funding: $2,000
2018 marks the 25th Anniversary of this organization and they are planning an event which will honor and recognize their founding members as well as all past and present gymnasts, parents, volunteers, coaches, and staff. Total event budget is $6,000 and the recommendation is to provide funding support in the amount of $2,000 as requested.
Application #2 - 2019 Western Canadian Ringette Championships
Organizing Group: St. Albert Ringette Association
Funding Amount Applied For: $5,000
CSAC Recommended Funding: $5,000
This event is only held in Alberta every four years, and the 2019 Championships were awarded to the St. Albert Ringette Association. This event brings together the provincial champions from Manitoba, Saskatchewan, British Columbia and Alberta in four different age divisions, as well as a host team in each division. This is a large event which has been in the planning for well over a year. The total budget for the event is $114,500 and the recommendation is to provide funding support in the amount of $5,000 as requested.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
All applicants are encouraged to discuss their event with Administration prior to the intake deadline, to ensure the applicant and the event meets the basic requirements set out in the Policy, and to provide clarification with eligibility requirements if needed.
All community groups applying for this grant were provided a time slot at the October CSAC meeting to respond to questions from the Board.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
Total funding for the Community Events Grant Program for 2018 is $88,600 with $20,160 available for the Fall Allocation to community ad hoc events. There is sufficient funding available in this program to meet the above recommendations of CSAC.
Legal / Risk:
Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds. Recipients are advised that the failure to comply with these requirements may result in a demand to repay the funding or a refusal to provide grant funding upon future application, and grant recipients are required to return to the City any funds unexpended within one year.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternatives could be considered:
a) Refer the matter back to Administration or CSAC for further consideration, as per the discussion held by Council, and be brought back to Council at a future date.
b) Amend the recommended amounts to an alternate amount as determined by Council.
