That the following St. Albert Games Legacy Award Program grants be awarded:

 

Abby Constantino:  $750 for the 2018 Canadian National Water Polo Finals

Hanna Johnson:  $750 for the 2018 U16 Girls Canadian Fast Pitch Championships

Jack McBride:  $750 for the 2018 Sr. World Racquetball Championships

Marion McBride:  $750 for the 2018 Sr. World Racquetball Championships

Paige Skogstad:  $750 for the 2018 Canadian Synchronized Swimming Championships

PURPOSE OF REPORT

 

This report brings forward a recommendation from the Community Services Advisory Committee (CSAC) for allocation from the fall intake of applications for the 2018 Games Legacy Award Program grant fund for Council’s consideration and approval, as per Policy C-CS-01.

Management of Community Granting:

Provision of funding to eligible St. Albert Not-for-profit organizations and residents in the areas of special events, sport and culture development, operational funding and capital renovations and development.  Application intake is in the spring and fall of each year with submissions reviewed by the Community Services Advisory Committee. Recommendations are then forwarded from CSAC to Council for final funding approval.  Total funds available is set by policy and is based on $0.25 per capita.  As directed through the policy, unallocated funds are carried forward from year to year.

 

COUNCIL DIRECTION

 

 

The Council direction that has resulted in this matter being brought before Council is contained in Council Policy C-CS-01 St. Albert Games Legacy Award Program.

 

BACKGROUND AND DISCUSSION

 

As per the Games Legacy Award Program Policy C-CS-01, the City may offer financial assistance to eligible St. Albert community groups, individuals, and teams for eligible programs, projects, and events in the areas of amateur sports or the arts. The funding amount available each year for this program is determined by multiplying the city’s population, as determined by the most recent census, by $0.25. In addition to the yearly budgeted amount, as per Policy C-CS-01, unallocated dollars from the previous year are carried forward for future funding consideration.  The total amount in the Games Legacy Award Program for 2018 is $32,600.

 

Applications which met the eligibility requirements are reviewed by the CSAC and recommended to Council for approval.  Two intakes are held each year, spring and fall.  During the spring allocation, $6,554.50 was approved to eligible applicants, leaving $26,045 for the Fall 2018 intake.  On October 23, 2018, the CSAC reviewed five grant applications received through the fall intake and has recommended approval for all of the applications as noted below.

 

Applicant #1:  Abby Constantino

Category:  B

Funding Request:  $750

Ms. Constantino is a St. Albert youth who qualified to represent Alberta and compete at the 2018 Canadian National Finals in Water Polo.  Abby and her team competed in the U19 category and the event was held in Montreal. 

 

Applicants #2:  Hannah Johnson

Category:  B

Funding Request:  $750

Ms. Johnson is a St. Albert resident who due to her excellence in her sport was added to the roster of the Alberta team who qualified to compete in the 2018 U16 Girls Canadian Fast Pitch Championships. The event was held in Manitoba.

 

Applicant #3:  Jack McBride

Category: B

Funding Request:  $750

Mr. McBride is a St. Albert resident who qualified to attend the IRF Senior World Racquetball Championship based on his past results.  Jack is a ten-time Canadian Champion and the only Canadian racquetball player to win the Triple Crown (winner of his age group at nationals, world senior championships and the U.S. Open).  The 2018 event was held in Albuquerque, New Mexico.

 

Applicant #4:  Marion McBride

Category:  B

Funding Request:  $750

Mrs. McBride is a St. Albert resident who qualified to attend the IRF Senior World Racquetball Championships held in Albuquerque, New Mexico.  At Worlds’ she placed 2nd in the 75+ Ladies doubles and won a bronze medal in the 75+mixed doubles competing as a team with her husband Jack.

 

Applicant #5:  Paige Skogstad

Category:  B

Funding Request:  $750

Ms. Skogstad is a St. Albert resident who qualified as part of a team to represent Alberta and compete at the 2018 Canadian Championships in Synchronized Swimming held in Ontario.  Paige trains with the Edmonton centered Excel Synchro Club.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

All applicants are encouraged to meet with Administration prior to the intake deadline to ensure the applicant and the event meets the basic eligibility requirements set out in the policy, and to provide assistance and clarification if needed.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

 

Total funds for the St. Albert Games Legacy Awards Program for 2018 are $32,600 with $6,554.50 allocated earlier this year through the Spring 2018 intake.  There is sufficient funding available in this program to meet the above recommendations of CSAC.  As per the policy for this program, remaining unallocated funds will be carried forward for future allocation in 2019.

 

Legal / Risk:

 

Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds.  Recipients are advised that the failure to comply with these requirements may result in a demand to repay the funding or a refusal to provide grant funding upon future application.

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation, the following alternatives could be considered:

 

a) Refer the matter back to Administration or CSAC for further consideration, as per the discussion held by Council, and be brought back to Council at a future date.

 

b) Amend the recommended amounts to an alternate amount as determined by Council.
