PURPOSE OF REPORT

 

The purpose of this report is to bring forward proposed amendments to Municipal Naming Policy for Council to review and approval.

COUNCIL DIRECTION

 

On November 13, 2018, the Governance, Priorities, and Finance Committee approved the following motions:

 

1.                     That section 10.b.v. of C-CC-05 of the proposed policy is amended to:

 

v.                     Made a significant contribution service in areas that have benefited the community such as: agriculture, the arts, education, business or industry, journalism, medicine, politics, science, recreation, human rights and environmental stewardship, and sports on a local, national, or international scale, to the extent that their actions have brought great honour to the City.

 

2.                     AR-18-455

That the November 13, 2018 agenda report entitled “Municipal Naming Policy Amendments”, be received as information.

 

3.                     That the Governance, Priorities and Finance Committee recommend to Council that the City Council Policy C-CC-05, Municipal Naming, provided as an Attachment to the agenda report entitled “Municipal Naming Policy Amendments” report dated November 13, 2018, be approved, as amended.

 

BACKGROUND AND DISCUSSION

 

The Municipal Naming Policy identifies Council as the authority for naming municipally-owned buildings, significant infrastructure, arterial roads, and neighbourhoods.  The authority for naming neighbourhood roadways and parks is delegated by the City Manager or designate.  The Municipal Naming Policy also recognizes the Technical Naming Review Panel (TNRP) as responsible for maintaining and updating the Potential Significant Names List (PSNL) as a resource for names.  Annually, as needed, the Technical Naming Review Panel recommends updates to the PSNL, and presents an updated list for Council approval.

 

However, to simplify the administrative procedures and responsibilities related to implementing the Municipal Naming Policy, several amendments are being proposed to the policy.  Please refer to attached entitled: Proposed Amendments to the Municipal Naming Policy, for the highlighted amendments.

 

Other amendments within the policy relate to grammar, formatting, and refining of the document to entail high level statements.  Further procedural language will be contained within the associated Administrative Directive.

 

Please refer to the attachments entitled:  Municipal Naming Policy - Current, Municipal Naming Policy - Tracked Changes, and Municipal Naming Policy - Clean.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

The TNRP made a call for name submissions to the PSNL via social media, the City webpage, and the Naming Request Submission Form.  Requests were evaluated by the TNRP, as per the criteria outlined in the Municipal Naming Policy.  Updates to the PNSL will be posted on the City’s webpage.

 

Proposed amendments that pertain to the role of the TNRP has been reviewed and accepted by the TNRP.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

None at this time.  The Technical Naming Review Panel will be conducted with current resources.

Organizational:

Members of the Technical Naming Review Panel include the City departments of Planning & Development, Cultural Services, Innovation & Technology Services, Fire Services, Policing Services, and Recreation & Parks to help review naming requests in accordance with the criteria outlined in the Municipal Naming Policy.

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation above, Administration recommends the following motion be made as it is required under the current City Council Policy, C-CC-05:

 

                     That the Potential Significant Names List 2018, provided as an Attachment to the agenda report entitled “Municipal Naming Policy Amendments” dated December 3, 2018, be approved.

 

The implication would be that Council remains the approver of the PSNL, and that the Municipal Naming policy stays the same.
