That the following St. Albert Games Legacy Award Program grants be awarded:

 

Cantilon Chamber Youth Choir:  $187.50 to each of the following St. Albert members:  Alyssa Gallardo, Danika Grobbelaar, Lauren Hanson, Alyssa Kraus, Grayson Mackenzie, Faith Merryweather, Adam Skogstad, and Julianna Tinga to compete at the International Choir Competition in Hungary  

 

Jacob Cole:  $750 for the 2018 Karate Canada National Championships

Maureen Dwyer:  $750 for the 2018 Boston Marathon

Bailey Fawcett:  $750 for the 2018 Canadian Synchro Swimming Championships

Aidan MacLeod:  $750 for the 2018 National Karate Championship

Kirsten McEachern:  $750 for the 2018 Canadian Ringette Championships

Madelyn Radchenko:  $750 for the 2018 Junior World Cheerleading Championships

Shailyn Rockey:  $554.50 for the 2018 Junior World Cheerleading Championships

PURPOSE OF REPORT

 

This report brings forward a recommendation from the Community Services Advisory Committee (CSAC) for allocation from the spring intake of applications for the 2018 Games Legacy Award Program grant fund for Council’s consideration and approval, as per Policy C-CS-01.

 

COUNCIL DIRECTION

 

The Council direction that has resulted in this matter being brought before Council is contained in Council Policy C-CS-01 St. Albert Games Legacy Award Program and the corresponding administrative procedures.

 

BACKGROUND AND DISCUSSION

 

As per the Games Legacy Award Program Policy C-CS-01, the City may offer financial assistance to eligible St. Albert community groups, individuals, and teams for eligible programs, projects, and events in the areas of amateur sports or the arts. The funding amount available each year for this program is determined by multiplying the city’s population, as determined by the most recent census, by $0.25. In addition to the yearly budgeted amount, as per Policy C-CS-01, unallocated dollars from the previous year are carried forward for future funding consideration.  The total amount in the Games Legacy Award Program for 2018 is $32,600.

 

Applications which met the eligibility requirements are reviewed by the CSAC and recommended to Council for approval.  Two intakes are held each year, spring and fall.  On April 24, 2018, the CSAC reviewed eight grant applications received through the spring intake and has recommended approval for all of the applications as noted below.

 

Applicant #1:  Cantilon Chamber Choir (St. Albert members only)

Funding Request:  $1,500

The Cantilon Youth Choir has been chosen to attend the International Choir Competition in Hungary this July.  There are eight St. Albert residents who are members, and if approved as recommended, the $1500 funding would be split amongst the St. Albert members.  Each of the following would receive a grant cheque for $187.50:  Alyssa Gallardo, Danika Grobbelaar, Lauren Hanson, Alyssa Kraus, Grayson Mackenzie, Faith Merryweather, Adam Skogstad, and Julianna Tinga.  

 

Applicant #2:  Jacob Cole

Funding Request:  $750

Mr. Cole is a St. Albert youth who qualified to represent Alberta and compete at the 2018 Karate National Championships in Halifax.  Jacob competes in the Cadet +76 kg event.  

 

Applicants #3:  Maureen Dwyer

Category:  B

Funding Request:  $750

Ms. Dwyer is a St. Albert resident who qualified to compete in the prestigious Boston Marathon.  Maureen competed in the 50 - 59 age category.

 

Applicant #4:  Bailey Fawcett

Category: B

Funding Request:  $750

Ms. Fawcett is a St. Albert resident who qualified to compete at the 2018 Canadian Championships in Synchronized Swimming.  Bailey competed In the Junior Team category.  

 

Applicant #5:  Aidan MacLeod

Category:  B

Funding Request:  $750

Mr. MacLeod is a St. Albert resident who qualified to represent Alberta and compete at the 2018 Karate National Championships in Halifax.  Aidan competes in the U21, and the Seniors event.

 

Applicant #6:  Kirsten McEachern

Category:  B

Funding Request:  $750

Ms. McEachern is a St. Albert youth who qualified to represent Alberta at the 2018 Canadian Ringette Championships in the U19AA Division.  

 

Applicant #7:  Madelyn Radchenko

Category:  B

Funding Request:  $750

Ms. Radchenko is a St. Albert resident who was selected to represent Canada at the 2018 Junior World Cheerleading Championships in Florida.  The competition has now taken place, and Madelyn's team placed second in the finals.

 

Applicant #8:  Shailyn Rockey

Category:  B

Funding Request:  $554.50

Ms. Rockey is a St. Albert resident who was selected to represent Canada at the 2018 Junior World Cheerleading Championships in Florida.  The competition has now taken place, and Shailyn's team placed second in the finals.  

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

All applicants are encouraged to meet with Administration prior to the intake deadline to ensure the applicant and the event meets the basic eligibility requirements set out in the policy, and to provide assistance and clarification if needed.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

Total funds for the St. Albert Games Legacy Awards Program for 2018 are $32,600.  If the recommendations contained within this report are supported and $6,554.50 is awarded, then $26,045.50 will be left for disbursement for the fall intake in 2018.

 

Legal / Risk:

Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds.  Recipients are advised that the failure to comply with these requirements may result in a demand to repay the funding or a refusal to provide grant funding upon future application.

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation, the following alternatives could be considered:

 

a) Refer the matter back to Administration or CSAC for further consideration, as per the discussion held by Council, and be brought back to Council at a future date.

 

b) Amend the recommended amounts to an alternate amount as determined by Council.
