That the following 2018 Community Capital Program Grants be awarded:

 

St. Albert Curling Club:  $18,013 for renovations to the Curling Club including carpet replacement, painting, upgrades to lighting and AV systems.

 

St. Albert Minor Baseball Association:  $49,590 for renovations to the clubhouse, replacements of backstops, two scoreboard replacements, and a field groomer.

 

St. Albert Nordic Ski Club:  $7,924 for grooming equipment.

 

St. Albert Soccer Association:  $32,136 for an indoor training space.

 

The Visual Arts Studio Association of St. Albert:  $9,067 for kitchen renovations, electrical and lighting updates and an accessible door.

PURPOSE OF REPORT

 

This report brings forward a recommendation from the Community Services Advisory Committee (CSAC) for allocation from the 2018 intake of applications for the 2018 Community Capital Grant Program for Council’s consideration and approval, as per attached Policy C-CS-06.

 

COUNCIL DIRECTION

 

The Council direction that has resulted in this matter being brought before Council is Council Policy C-CS-06 - Community Capital Program Grant.

 

BACKGROUND AND DISCUSSION

 

As per the Community Capital Program Grant Policy C-CS-06, the City may offer financial assistance on a matching-grant basis for eligible St. Albert not-for-profit community groups that submit applications for eligible capital projects. 

 

Applications are reviewed by the CSAC and recommended to Council for approval.  On April 24, 2018, the CSAC reviewed the submissions for the 2018 initial intake and have provided recommendations for funding.

 

Five applications were received for consideration and are as follows:

 

St. Albert Curling Club:

The Curling Club is requesting funds to assist with renovations to their building including replacing the carpet on the main floor with a combination of commercial vinyl and carpet tiles, upgrades to the audio-visual connection and the QAM modulator for the televisions, re-painting the walls, and replacing the arena lighting to LED fixtures.  The total project budget is $54,038 and the grant request is for $18,013.

 

St. Albert Minor Baseball Association (SAMBA):

SAMBA is requesting funds to assist with renovations to the clubhouse including roofing and furnace replacement, scoreboard replacements, backstop replacements and the purchase of a field groomer. The total project budget is $148,770 and the grant request is for $49,590.  SAMBA was also successful in a grant application to the Jays Care Field of Dreams grant and will be using this additional funding to renovate and repair the fields at the Bantam and Peewee Diamonds. 

 

St. Albert Nordic Ski Club:

The Nordic Ski Club is requesting funds to assist with updating their grooming machines.  The Club grooms Nordic ski trails and provides cross country ski programming in the Kingswood Park area of St. Albert. The total project budget is $23,773 and the grant request is for $7,924.

 

St. Albert Soccer Association (SASA):

SASA is requesting funds to assist with repurposing a vacant warehouse into an indoor field training space. The new space will contain a fitness training area, a turf field training space, offices for staff use, an athletic therapist room and a coach education area.  This initiative by SASA is a step in addressing short and mid-term needs related to their organization’s desire for increased indoor field training space. The total project budget is $96,408 and the grant request is for $32,136.

 

The Visual Arts Studio Association of St. Albert (VASA):

VASA is requesting funds to assist with renovations to their leased building area which will include kitchen renovations, electrical and lighting work, and the installation of an accessible door system at the front entrance of the Hemingway Building. The total project budget is $27,200 and the grant request is for $9,067.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

All applicants are encouraged to meet with Administration, prior to the intake deadline, to ensure the applicant and the project meets the basic requirements set out in the Policy, confirm the process with the applicant, and to assist with the application if needed. 

 

All community groups applying for this grant provided a verbal presentation to the CSAC, and answered all questions raised. 

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

 

Total funds available for disbursements in 2018 are $250,000.  The amount recommended by the CSAC is well within the funding available. The Community Capital Grant Funding Policy C-CS-06 states that funding provided by the City to any one project will not exceed one third of the total project budget.

 

Legal / Risk:

 

Grant recipients are required to utilize funds as specifically authorized and to report to the City in a specified manner on the use of those funds.  Recipients are advised that the failure to comply with these requirements may result in demands to repay the funding or refusals to provide grant funding upon future applications.

 

Program or Service:  None at this time.

 

Organizational: None at this time.

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation, the following alternatives could be considered:

 

a) That the funding requests, as identified, be approved for a partial grant as per the direction of Council. The unallocated amount for 2018 would remain in this grant program until December 31, 2018 and would be available for other eligible St. Albert organizations to apply for.

 

b) That the funding requests as identified be denied.
