RECOMMENDATION(S)

That the Governance, Priorities and Finance Committee recommend to Council that Bylaw 26/2018, provided as an attachment to the September 4, 2018 Agenda Report entitled “Bylaw 26/2018 Senior's Advisory Committee”,  be given all three readings.

 

That the Governance, Priorities and Finance Committee recommend to Council that $2,000 and the equivalent of a .5 FTE (Grid level 4) be included, on an ongoing basis, in the 2019 (and beyond) Municipal Operating budget(s) to support the work of the Seniors’ Advisory Committee.

PURPOSE OF REPORT

 

This report provides Council a draft Bylaw to consider in the creation of a Seniors’ Advisory Committee.

COUNCIL DIRECTION

 

On January 29, 2018 Council passed the following motion:

That Administration draft a Senior’s Committee Bylaw for Council’s consideration by June 18, 2018.

 

BACKGROUND AND DISCUSSION

 

As per direction of Council, Administration drafted the attached Bylaw for Council’s approval.  The Bylaw recommends that between eight and twelve residents form the Seniors’ Advisory Committee and that members be over the age of 55 and represent a diverse range of ages, experiences and personal backgrounds.

 

The mandate would be to provide feedback and advice to Council in relation to issues involving or affecting seniors.  Members would be committed to working together and setting aside individual agendas to further the collective benefit of senior residents and issues.  This Committee would have no authority to direct any City staff, programs, or services.

 

Council and Administration would be able to seek the input and wisdom of the Committee on policies, bylaws, and other initiatives, while Committee members would be able to bring to City Council’s attention any regional initiatives and community trends or issues impacting seniors. 

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

When the motion was initially made, feedback was sought from the membership of the Seniors’ Working Group who were in support of the initiative.  Furthermore, Administration consulted the Youth Advisory Committee Bylaw and Terms of Reference, and the Policing Committee Bylaw. 

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial: $2,000 per year and the equivalent of a .5 FTE (Grid level 4)

 

Legal / Risk: None anticipated

 

Program or Service: None anticipated

 

Organizational:  As the resource implications have been significant for the establishment and implementation of the Youth Advisory Committee, we anticipate impact on various departments within Administration.

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

The Committee could not recommend to Council the approval of the Seniors Advisory Committee Bylaw and look to formalize communication opportunities with existing senior-serving organizations and groups.

 

The Committee could refer the item back to administration for revisions.
