recommendation

That the attachment titled “Mayors Task Force to End Homelessness Terms of Reference” to the Agenda Report titled “Proposed Framework for an Ad Hoc Task Force Addressing Homelessness” be approved; and that $2,000 for 2018 be funded from Council contingency to support the task force and $2,000 for 2019 and 2020 from Community & Social Development base budget.

PURPOSE OF REPORT

The purpose of this report is to propose a draft Terms of Reference as part of the framework for an ad hoc task force with the mandate of addressing the homelessness problem in the City of St. Albert.

COUNCIL DIRECTION

On December 18, 2017 Council passed the following motion:

(CM -17-117)
That by the end of Q1 2018, Administration present to Council a proposed framework for an ad hoc task force with the mandate of addressing the homelessness problem in the City of St. Albert; the framework to include a Terms of Reference, proposed membership, and any staffing or budget considerations to support the task force.

BACKGROUND AND DISCUSSION

Administration scanned other communities for any committees or ad hoc task forces that may exist with respect to ending homelessness. As well, Administration clarified the intent of the motion and proposed a draft Terms of Reference for further consideration at an initial meeting with the Mayor, City Manager and two community partners.

As per the original intent of the motion, the Terms of Reference outline proposed membership, staffing and budget considerations.

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
