QUESTION

recommendation

Please provide some details on our use of projected photo radar use, its costs, and revenue. As the landscape has changed, are we maximizing it's efficiency with respect to traffic safety in school zones, parks, and other allowable areas, while also generating revenue?

RESPONSE

As provided in BIR 26-009, Administration is forecasting that 1500 tickets associated to photo enforcement will be paid in 2026. This forecast is based on the available 2025 information that approximately 1600 photo enforcement tickets will be issued this year.

In accordance with mandatory direction from the Province of Alberta, the use of photo enforcement must be aimed at decreasing traffic collisions, red light infractions and enhancing the safety of vulnerable road users in school, playground and construction zones.

The generation of revenue is not a factor that is taken into consideration when photo enforcement is being deployed. In accordance with provincial direction, the use of photo enforcement must also be approved by the police of jurisdiction and must be in alignment with local traffic safety plans. For greater clarity, although it is possible that increased ticket issuance could occur if photo enforcement was deployed in greater numbers within school, playground and construction zones, that factor is not and cannot be used to determine its use. Ongoing discussions between the City, the contractor and the RCMP occur to ensure photo enforcement deployment is in compliance with provincial guidelines.
