PROPOSED MOTION(S):
recommendation

1. That the 20-day notice period requirement in section 119(9) of the Procedure Bylaw be waived.

[If above is approved by at least 5 of 7 councillors, then the following NOM may be read into the record and debated on June 16, 2026.]

2. That Administration be directed to explore options for the installation of banners in the downtown area in partnership with the St. Albert Legion for Remembrance Day, and report back to Council with associated costs and requirements by July 14, 2026.

ADMINISTRATION'S UNDERSTANDING OF THE INTENT OF THE MOTION

Administration understands that if passed, Administration will explore opportunities to partner with the St. Albert Legion Branch 271, or their assigned representation, for the development and implementation of Memorial Banners in St. Albert, to honour and memorialize the service of Veterans. Administration will report to Council on July 14, 2026 on these opportunities and recommendations that will be inclusive of the requirements and associated costs of implementing the program, for Council deliberation on that date.

PURPOSE OF REPORT

The purpose of this report is to present a motion for which Councillor Hughes gave notice on June 9, 2026.

BACKGROUND AND DISCUSSION

During the Remembrance period, a growing number of Legion Branches are partnering with their communities to develop street banners to honour and memorialize local Veterans who died in service or passed away.

Council received a public presentation by representation from the St. Albert Legion Branch 271 at the Standing Committee of the Whole meeting on June 9, 2026.
