recommendation
That notwithstanding Council Policy C-CC-05, administration undertakes the necessary actions to rename St. Anne Promenade to Veterans Way, with this work to be completed by November 11, 2025, and funded up to $15,000 from the capital reserve.

That Council supports the Alternative 1 recommendation which does not include the $15,000 funding from the capital reserve.

The purpose of this report is to present a motion for which Councillor Killick gave notice on July,15, 2025.

BACKGROUND AND DISCUSSION

In 2024, the City of St. Albert updated its municipal naming policy to include guidelines for renaming municipal assets. Under the revised criteria, a non-commemorative name, such as that of a road, may be changed to honour an individual or a local Indigenous community. While not explicitly stated in the policy, the proposed renaming of St. Anne Promenade to Veterans Way is understood to be a gesture recognizing individuals who are Canadian Armed Forces veterans.

According to the policy, City Council holds the sole authority to bypass the formal municipal renaming process and may vote directly to approve a name change for a municipal asset.

St. Anne Promenade was named in 2016 following the completion of a roadway extension from the St. Anne traffic circle to Red Willow Place and the Royal Canadian Legion. Prior to its construction, no road existed in that location.
