That the operating budget be reduced by $19,909 to reduce residential attraction permanently.

Administration’s Understanding of the Intent of the Motion:

The motion is intended to eliminate of a portion of the Advertising & Promotions budget and associated services, on an ongoing permanent basis, related to the "Residential Attraction" function the purpose of which is to increase and diversify the resident population, as well as support diversification of housing product types.

Operational or Organizational Impacts if Motion is Approved:

Activities such as the annual guided tour to St. Albert residential Realtors and the distribution of new resident packages would no longer be undertaken by Administration after 2020.


Financial Implications of Motion:

A reduction in this service level would result in financial savings of $19,909 and free up staff for other activities that are better aligned with the City’s strategic priorities.

Stakeholder Consultations:

Stakeholder consultation would not be advisable as this change impacts a small number of residential Realtors and new residents.

Background:

The function of Residential Attraction was implemented several years ago when many of the municipalities in the Greater Edmonton Region were experiencing higher annual residential growth, while St. Albert’s growth remained much lower. It was believed that slower residential growth was negatively affecting St. Albert’s ability to attract certain retailers that residents were eager to see locate in St. Albert. The intention of the Residential Attraction function was to increase the residential growth rate in an effort to meet the population thresholds of these target retailers.
