SUMMARY
Administration brought forward the Policing Committee Bylaw 1/2025 at the March 4, 2025, Council meeting which was subsequently given three readings. However, upon further review by Administration an error was identified. Bylaw 1/2025 repealed the former Policing Committee Bylaw 28/2017 (which has already previously been repealed) instead of the current Policing Committee Bylaw 13/2019.
In order to remedy this error, a repealing bylaw to repeal the current Policing Committee Bylaw 13/2019 needs to be passed by Council.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
Procedure Bylaw 24/2022 Section 134 states: Once a bylaw has been passed, it may only be amended or repealed by another bylaw.
BACKGROUND AND DISCUSSION
By passing Bylaw 13/2025, the correct Bylaw will be repealed, and Administration will move forward with ensuring the proper administrative processes will be completed.

Compliance & Legal:
If the current Policing Committee Bylaw 13/2019 is not repealed, both Bylaw 13/2019 and Bylaw 1/2025 will remain "on the books", leading to confusion. From a legal and governance perspective, the bylaw which is no longer applicable should be repealed.
