BUDGET POSTPONED MOTION:
recommendation
That the public art operating budget be temporarily reduced to zero by reducing the annual transfer to the Public Art Reserve for 2021 from a maximum of $220,000 to zero through the reduction of the pay-as-you-go operating contribution to off set taxes.

Administration’s Understanding of the Intent of the Motion:
Administration's understanding of the motion is that, if approved, there will be no funds transferred to the Public Art Reserve in 2021.
Operational or Organizational Impacts if Motion is Approved:
There would be no operating or organizational impacts in 2021 if this motion is approved.
There are currently 6 public art projects underway totaling $123,426 for which funds from the Reserve were withdrawn in previous years. There are no new public art acquisition projects planned and the balance in the reserve for maintenance and restoration is adequate to deal with any issues that may emerge.
Financial Implications of Motions:
There are no additional financial implications of this motion beyond the reduction in the 2021 budget of up to $220,000.

Background:
On April 3, 2018, Council approved a motion to fund Public Art at 1% of the budgeted costs of all Municipal Capital Projects up to maximum of $220,000, based on averages over the past three years.
As of September 30, 2020, the balance of the Reserve is $661,382.18 and is separated into two categories:
Available for New Acquisitions $380,894.16
Available for Maintenance & Restoration $280,488.02
